CASE <br /> <br />DISCUSSION <br /> <br />REGARDING PROCEDURE FOR MOVING <br /> INTO THE CITY OF RAMSEY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />STRUCTURES <br /> <br />Background: <br /> <br />There currer/_tly is no established policy or code requirements for obtaining approval to move in <br />structures into the City of Ramsey. Historically, the unwritten policy has been to charge the <br />applicant $100.00 to cover the cost of the Building Official's inspection of the structures to be <br />moved into Rams- ey. Following that, the requests have either been brought directly to Council for <br />approval; or ~on!etimes they are reviewed both by the Planning and Zoning Commission and the <br />City Council~ sotnetimes there was a public hearing; sometimes findings of fact are adopted; and <br />generally tli~re was some sort of agreement entered into by the applicant and the City. Upon <br />approval of the structures to be moved in, the applicant must then obtain a building penrdt just as if <br />the project wi~re new construction. <br /> <br />Observations: <br /> <br />If a structur~ to be moved in meets all applicable City Code, Uniform Building Code and plat <br />covenants requirgments, should the request be treated any differently than a request for a building <br />permit which is ,Not brought before P&Z and City Council for approval? Is there a greater risk <br />associated gtith an unfinished move-in structure project than there is with an unfinished new <br />construction pro,eot? What assurances are in place to guarantee a new construction project will be <br />followed thtr/ugh to completion and is there sufficient cause to treat a move-in structure project any <br />differently? <br /> <br />Recommendation: <br /> <br />I really don't see the need to consume P&Z and Council time reviewing requests to move in <br />structures. I Wo~d recommend that the City Code be amended establish a procedure for moving in <br />structures. The procedure would include submitting an application to move in a structure and the <br />fee for the application would be set annually by City Council resolution. The intent of the fee is to <br />reimburse the ~ for the cost of inspecting the structures to be moved in. Finally, the Building <br />Official woulfl ~ granted the authority to issue building permits for structures to be moved in that <br />are determined. It,.be structurally sound and meet all applicable codes. <br /> <br /> Commission Action: <br /> <br />Motion to: <br />Direct City Staff to draft an ordinance to amend City Code to establish a procedure for <br />moving structures into the City of Ramsey. <br /> <br />Review Checklist: <br /> <br />P&Z: 5/5/92 <br /> <br />City Administrator <br />City Engineer <br />Building Official <br />Zoning Administrator <br /> <br /> <br />
