CASE <br /> <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF <br /> FLEISCHER'S 2ND ADDITION; <br /> CASE OF JACK MENKVELD, <br /> NORTH SUBURBAN DEVELOPMENT COMPANY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On June lz~ i19~0, the City of Ramsey received an application for a subdivision to be named <br />Fleischer's 2~d ~ddition. The plat consists of approximately 47.75 acres and is proposed to be <br />developed Wj'~h single family urban residential lots. <br />On July 3, 19~90~rth¢ Planning and Zoning Commission reviewed the sketch plan for Fleischer's <br />2nd Additi0ni Al. that time, the Commission recommended revisions to the sketch plan to provide <br />for future ac, a~ss ~o the property to the north and to realign the accesses onto Nowthen Blvd. N.W. <br />so they woUl'~t lifle up with the accesses from Wood Pond Hills to the west onto Nowthen Blvd. <br />N.W. <br /> <br />On February !11, 1992, the City received a revised sketch plan submitted by Jack Menkveld of <br />North Subut~an~evelopment Company. Mr. Menkveld and Doloras Fleischer have Pr_0,vided <br />written verification that Mr. Menkveld will be assuming the development of Fleischer s 2nd <br />Addition. .: ~ <br /> <br />On March 2; i99~, the Commission reviewed the revised sketch plan which did provide for future <br />access to tho.~ro~erty to the north and the accesses onto Nowthen Blvd. did align with accesses <br />from Wood ~n4Hills onto Nowthen Blvd. N.W. However, the plat showed numerous parcels <br />having direetCacc~ss onto the collector street in the plat. The developer was advised to revise the <br />sketch plan t01elirltinat¢ direct accesses onto the collector street. This revised sketch plan contained <br />92 lots. <br /> <br />On March 12,! 1992, the City received a revised sketch plan for Fleischer's 2nd Addition. <br /> <br />On March 161! 1992, the Planning and Zoning Commission reviewed the revised sketch plan which <br />now contmnet!' 8~ lots. The Commission recommended that the developer proceed to apply for <br />preliminary PYat approval. <br /> <br />On April 3, 1992;. the developer submitted a preliminary plat for Fleischer's 2nd Addition. Note <br />that some park land was designated adjacent to the wetland. The plat still contained 87 lots. <br /> <br />On April 9,1 !992, the Park and Recreation Commission tabled action regarding review of <br />Fleischer's 2n~ Addition for park dedication requirements. <br /> [ <br />On April 23, 199~, the developer submitted a revised preliminary plat to the Park and Recreation <br />Commissioni !Th~ revised preliminary plat relocated the park land to the southeast portion of the <br />plat which c0atained more desirable soils. The revised preliminary plat still contained 87 lots. The <br />recommendat~n 0f the Park Commission was to increase the amount of park land to be dedicated <br />and the balance of'the park dedication requirements would be satisfied with a cash payment. <br /> <br />On April 29, ,1;992, the developer submitted a revised preliminary plat which increased the amount <br />of park land ~be dedicated in accordance with the recommendation of the Park Commission. The <br />plat now contains 85 lots. <br /> <br /> <br />
