Observations: <br /> <br />To accommodate the disassembly of transmissions and engines indoors, Mr. Karst has submitted a <br />site plan for a new 13,000 square foot building on Lots 2 and 3. The development of that structure <br />and those lotS'will be discussed in a subsequent case in this agenda if the conditional use permit is <br />recommended', for approval. <br /> <br />Mr. Karst has/Previously indicated that the disassembly of engines and transmissions will include <br />the collection!of approximately 2,000 gallons of waste oil per year and the use of parts cleaning <br />solvents deflated ~s hazardous. According to MPCA Rules and the Anoka County Hazardous <br />Waste Management Ordinance, the collection of waste oil to be recycled does not require any <br />permits but d~pes ~require a management plan subject to Anoka County's approval. Mr. Karst's <br />waste oil management plan has been approved by Anoka County. The use of solvents for cleaning <br />parts does re. quire a Hazardous Waste Generators License from Anoka County, which Mr. Karst <br />has in his possession. The parts cleaning unit is self contained and Mr. Karst has a contract with a <br />service that romOVes and replaces the solvent every six months. Incidentially, there are currently <br />11 businesses'-in Ramsey with hazardous waste generator licenses. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />g) <br />h) : <br />i) <br /> <br />Existing conditional use permit in effect <br />Site location map <br />Site plan for proposed expansion <br />Building plans <br />Incident reports and complaints received since May of 1991, when P&Z last <br />reviewed Danny's Aluminum Processing, Inc. <br />Emissions report <br />Proposed Findings of Fact <br />Proposed Conditional Use Permit <br />Proposed Indemnification Agreement <br /> <br />The CUP currently in force required a performance review concurrently with Mr. Karst's <br />application for site plan review to expand the existing facility operations. I visited the site in May <br />of 1992 and documented what I perceived to be violations of the current conditional use permit as <br />follows: <br /> <br />a) Disassembly of engines and transmissions (although it is being conducted within <br /> the building). <br />b) Outside storage of debris or materials not used in or resulting from the aluminum <br /> processing operation. <br />c) Overdue annual emissions test (which has now been provided). <br />d) Outside storage on Lots 2, 3 and 4 without providing for required screening. <br />e) Installation of afterburner on second melt furnace (which may be attributable to <br /> heavy workload at MPCA). <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the request for an amended conditional use permit for Danny's <br />Aluminum ~'oce!ising, Inc. The recommendation is based on the following: 1) Alloy Recovery is <br />a similar operation and is permitted to disassemble engines and transmissions within a building. <br />Mr. Karst is Orop. osing to construct a building for that purpose. Also, the Planning and Zoning <br />Commission has .previously recommended approval of Mr. Karst's request to diassemble engines <br />and transmissions at his facility. 2) In talking to Anoka County Environmental Services, there are <br />no regulatorg~ agency concerns with a facility that collects non-hazardous metals and batteries for <br /> <br /> <br />
