CASE # 3~' <br /> <br />REQUEST FOR <br /> DANNY'S <br /> <br />AN AMENDED CONDITIONAL USE PERMIT; CASE OF <br />ALUMINUM PROCESSING, INC. (DAN KARST) <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On April 25,' 1989, the City of Ramsey issued a conditional use permit to Mr. Dan Karst of <br />Danny's Alurnintim Processing, Inc. for an aluminum processing facility at 14050 Basalt Street <br />N.W. (Lot 1,1B10ck 4, Gateway North Industrial Park Plat//2). The permit did not allow the <br />disassembly ~f e/~gines and transmissions at the site as there were no provisions to accommodate <br />this activity vCithifl the building. <br /> <br />On November 13; 1990, the City of Ramsey issued an amended conditional use permit to Mr. Dan <br />Karst of Dan0y'sAluminum Processing, Inc. to allow an expansion of the operation capacity by <br />permitting tha in ~s~tallation of a second melt furnace. Again, the permit prohibited the disassembly <br />of engines and transmissions on the site. <br /> <br />The permits issued in 1989 and 1990 prohibited the outside storage of materials and debris not <br />used in the altlminum processing operations, but they did not specifically prohibit the acceptance of <br />other material~. <br /> <br />On March 25, 1992, Mr. Karst applied for an amendment to his conditional use permit to allow for <br />the disassembly Of engines and transmissions within the existing building on the site, which was <br />proposed to b~ egpanded and, in accordance with the terms of the conditional use permit issued in <br />1990, the use !of fils adjacent parcels for exterior storage purposes. At that time, the Planning and <br />Zoning Commission recommended that City Council approve Mr. Karst's request for a conditional <br />use permit arriendtnent and site plan for building expansion. <br /> <br />Subsequent to the Planning Commission's action in April of 1991, Mr. Karst requested that his <br />case be tabled from City Council action until he had time to re-evaluate the economics of his <br />expansion, especially with a new competitor in the area. <br /> <br />In June of 1.992, Mr. Karst indicated that he was ready to go forward with his conditional use <br />permit amen rarnent and site plan review. However, there would be some substantial changes from <br />that which was cOnsidered in 1991. <br /> <br />In July of 1992, I received Mr. Karst's revised plans. The site plan was revised to eliminate the <br />expansion to ihe present building and provided a plan for the construction of a new building on <br />Lots 2 and 3 to aCCommodate the disassembly of engines and transmissions. The conditional use <br />permit was proposed to not only include disassembly of the transmissions and engines but to also <br />remove any a~;n~_ biguities and allow for the management of other non-hazardous metals on the site. <br />The plans submitted by Mr. Karst were somewhat lacking and I suggested that he engage the <br />assistance of ~rofessionals. I also indicated that the changes to his applications were substantial <br />enough to justify another public hearing and review by the Planning and Zoning Commission. <br /> <br />In August of 1992, I received the required plans from Mr. Karst and scheduled a public hearing <br />and review bY the Planning and Zoning Commission for September 1, 1992. <br /> <br />17 <br /> <br /> <br />
