CASE <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF RAMSEY COMMONS <br />2ND ADDITION; CASE OF NORTH SUBURBAN DEVELOPMENT, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Jack Menkveld of North Suburban Development, Inc. has submitted a preliminary plat for a <br />subdivision tO be named Ramsey Commons 2nd Addition. At the time of the sketch plan review, <br />the subdivision consisted of a replat of the 4 lots in Ramsey Commons into 7 single family urban <br />residential lots. The preliminary plat that has been submitted has been revised to include Lot 2, <br />Block 1 and Lot 1, Block 2 of Sunny Ponds, for a total of 9 single family lots. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed preliminary plat <br />City Staff review letter dated February 23, 1993 <br /> <br />Observations: <br /> <br />The subject property is properly zoned for development with single family urban residential lots. <br /> <br />All of the lots meet the 10,800 square foot minimum area except that Lots 2, 3 and 4 of Block 2 do <br />not contain the minimum area above the wetland. The City Engineer has suggested that the neck of <br />the wetland ~ shifted north to provide more area above the wetland for these lots. The developer <br />should also be aware that the combination of the thoroughfare setback from Nowthen Blvd. and <br />the front yard setback limits the building pad depth on Lot 5, Block 2 to approximately 30 feet. <br /> <br />The lots are proposed to have street access via a cul-de-sac extension of 148th Lane N.W. from <br />Sunny Ponds.to the east. The proposed cul-de-sac does not exceed the 600 foot maximum length <br />established in City Code. <br /> <br />For park dedication purposes, it was recommended by Staff and the Park and Recreation <br />Commission that a 35 foot wide strip of park land be dedicated between Lot 1, Block 1 and Lot 5, <br />Block 2. Thepreliminary plat indicates a 25 foot wide strip of land is proposed to be dedicated. In <br />the opinion of the City Engineer, this situation could also be corrected by shifting the neck of the <br />cul-de-sac to the north. <br /> <br />A portion of the plat is impacted by a wetland which will have to be replaced. The wetland <br />mitigation plan has been forwarded to the Lower Rum River Water Management Organization for <br />review. The ,City Engineer has also recommended that the 12 inch outflow pipe from the wetland <br />to the storm sewer be increased to a 15 inch pipe for maintenance purposes. <br /> <br />Recommendation: <br /> <br />City Staff recommends preliminary plat approval contingent upon compliance with City Staff <br />review letter dated February 23, 1993. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council grant preliminary plat approval to Ramsey Commons 2nd <br />Addition contingent upon compliance with City Staff review letter dated February 23, <br />1993. <br /> <br />Review Checklist: City Engineer <br /> Zoning Administrator <br />P&Z: 3/2/93 <br /> <br />Copies Distributed To: City Administrator <br /> Parks/Utilities Coordinator <br /> <br /> <br />
