CASE <br /> <br /> REQUEST FOR PRELIMINARY PLAT APPROVAL OF AMBER RIDGE; <br /> CASE OF CREEKVIEW CROSSING PARTNERSHIP <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />Gary Gorham and Tony Emmerich of Creekview Crossing Partnership are requesting preliminary <br />plat approval of Amber Ridge. The proposed plat consists of approximately 61 acres located on <br />the east side of T.H. #47, adjacent to River's Bend. The property is proposed to be developed <br />with approximately 123 single family urban residential lots. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed preliminary plat <br />City Staff review letter dated February 23, 1993 <br /> <br />Observations: <br /> <br />The subject property is currently zoned R-1 Urban Residential, R-3 Urban Residential and B-2 <br />Business. The applicants have also submitted an application to rezone the entire property to R-1 <br />Urban Residential. <br /> <br />Some of the lots in the plat are deficient of the minimum 10,800 square foot area. There are also <br />some lots that back up to wetlands that do not have 10,800 square feet above the wetland. The <br />developer will have to consider some redesign to meet these requirements. <br /> <br />All of the lots in the plat would have access from interior streets; there will be no lots with direct <br />access onto T.H. #47. At the time of sketch plan review, it was noted that the north/south street <br />south of 147th is proposed to terminate in a way that results in a 1,400 foot long dead-end street. <br />To alleviate this situation, the developer is proposing to eliminate several lots on the southern end <br />of the plat, thereby reducing the length of the dead-end to approximately 850 feet. The <br />undeveloped m'ea in this southern portion of the plat would be reserved for future development <br />when an additional access onto T.H. #47 in this area is feasible. Staff recommends a variance for <br />the 850 foot dead-end. In accordance with recommendations at the time of sketch plan review, the <br />developer has,provided an outlet from the proposed subdivision onto T.H. #47 that aligns with the <br />future intersection of Sunfish Lake Blvd. and T.H. #47. Mn/DOT's comments have been solicited <br />on this proposed outlet. <br /> <br />Park dedication will consist of constructing pedestrian walkways running north and south through <br />the plat to connect with existing park areas in the district. Any remaining park dedication due <br />would be satisfied with a cash payment. <br /> <br />Recommendation: <br /> <br />City Staff recommends preliminary plat approval. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council grant preliminary plat approval to Amber Ridge contingent <br />upon compliance with City Staff review letter and submittal of grading and drainage plans. <br /> <br />Review Checklist: City Engineer <br /> Zoning Administrator <br /> <br />Copies distributed to: City Administrator <br /> Parks Utilities Coordinator <br /> <br />P&Z: 3/2/93 <br /> <br />7 <br /> <br /> <br />
