I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />i <br /> <br />b) <br /> <br />If the City approves this proposal for higher density housing in the rural district, then what <br />is the City's liability in the event a pattern of on-site septic system failures evolves? <br /> <br />c) Based on the specific language in the development agreement which requires city sewer and <br /> water and based upon the City's affirmation of the 4 in 40 density zoning, how would the <br /> City justify approval of this premature development of high density housing in the rural <br /> district to other would-be developers in the same district'?. <br /> <br />Metropolitan Council raises the following concerns with the proposal: <br /> <br />a) It is ,inconsistent with the timing and sequencing of public facilities as indicated in <br /> RamSey's Comprehensive Plan. <br /> <br />b) It is in conflict with Metropolitan and City of Ramsey policy for densities not to exceed one <br /> unit per 10 acres in the rural service area. <br /> <br />c) The City of Ramsey would be fully responsible for any pollution problems resulting from <br /> development activity or inadequate management of private sewer facilities. <br /> <br />d) The soils in the subject area are not condusive to on-site septic systems. <br /> <br />Recommendation: <br /> <br />Based on the concerns raised by City Staff and Metropolitan Council, City Staff recommends <br />denial of the proposal to plat townhouse units in Rum River Hills at this time. <br /> <br /> Commission Action: <br /> <br /> Motion to: <br /> Approve/deny/table the proposed sketch plan to plat Townhouses of Rum River Hills. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Engineer <br /> <br />P&Z: 4/6/93 <br /> <br /> <br />
