I CASE <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF TOWNHOUSES OF RUM RIVER <br />HILLS; CASE OF THOMAS ANDERSON AND WILBUR DORN <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Thomas Anderson and Wilbur Dorn have submitted a sketch plan for "Townhouses of Rum River <br />Hills" which is proposed to replat Lot 1, Block 2 and Outlot C, Rum River Hills, into 12 <br />townhouse lOts. The 12 units would be served by individual on-site septic systems and wells. <br /> <br />The property consists of approximately 4.5 acres and is zoned Planned Unit Development. (PUD). <br />The propertY is part of a larger PUD, Rum River Hills, which was established to accommodate <br />developmentof single family homes and golf course. <br /> <br />The development agreement entered into for Rum River Hills did specify that Outlot C was <br />approved for development with multi-family housing at the time sewer and water became available, <br />but it did not :specify to what density. City Staff is very concerned that disregard for that <br />commitment and approving the platting of 12 townhouse house units on 4.5 acres in the <br />rural area would jeopardize the City's on-going efforts for a MUSA expansionCity Staff <br />has requested written comments from Metro Council regarding the proposal for <br />Townhouses of Rum River Hills. <br /> <br />It is also staff's position that the City has no previous commitment to the developers of <br />Rum River Hills as it relates to the 1989 affirmation of 4 in 40 density zoning because the <br />Rum River Hills development agreement specifically linked the higher density housing to <br />city sewer and water being available to the property. <br /> <br />'7 <br /> <br /> <br />
