CASE <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF SUNFISH SQUARE; <br />CASE OF JACK MENKVELD, NORTH SUBURBAN DEVELOPMENT <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Jack Menk~eld of North Suburban Development is requesting sketch plan review of Sunfish <br />Square. The plat consists of 40 acres on the northeast corner of the intersection of County Road <br />#116 (Industry Avenue) and County Road #57 (Sunfish Lake Blvd.). The current proposal is to <br />develop the property with approximately 72 single family residential lots, some multi-family units <br />and some commercial activity such as a convenience store. <br /> <br />Observations: <br /> <br />To the develop the property as proposed would require a rezoning. The amount of density <br />proposed forthe multi-family development must be discussed. <br /> <br />It is staff's understanding that the existing asphalt contractor located on the property would <br />relocate. Th ~ea'e is also a situation of cement and asphlat debris that has been dumped and stored on <br />the property ~egally. The current owner of the property, Tom Sauter, has been notified that this <br />activity musl~¢ease. One possible solution to the debris that has been dumped on the property that <br />has been discussed is bringing a crusher onto the site to process the debris into road base for the <br />streets to be. developed in the plat. <br /> <br />The plat is bordered on two sides by two major thoroughfares, Sunfish Lake Blvd. and Industry <br />Avenue. The sketch indicates that one access is planned onto Industry Avenue and no access is <br />planned ontoiSunfish Lake Blvd. It is Staffs recommendation that an access also be planned onto <br />Sunfish Lake Blvd. to distribute traffic from this and adjacent subdivisions more evenly and <br />provide access to both County Road #116 and County Road #57. <br /> <br />Upon Staffs recommendation, a through street has also been planned into Cedar Hills to the east. <br />The benefits of this through street are as follows: <br /> <br />b) <br />c) <br /> <br />d) <br />e) <br /> <br />Cedar Hills and Chestnut Pond would both benefit by more direct acess to Sunfish <br />Sunfish Lake Blvd. N.W. <br />Cedar Hills 2nd Addition would gain another lot. <br />The residents of Sunfish Square would gain more direct access to Emerald Pond <br />Park. <br />The through street would reduce traffic on area residential streets. <br />The through street configuraiton provides more opportunity for looping a stronger <br />watermain system. ',.. <br /> <br />To design this plat with a through street into Cedar Hills will.require a modification to the street <br />layout for the second phase of Cedar Hills, which is currently seeking f'mal plat approval. The <br />developer of Cedar Hills has raised some valid concerns with redesigning the street layout and this <br />matter will be~discussed in greater depth by the City Engineer at your meeting. <br /> <br /> <br />
