For screening purposes from neighboring residential uses, Mr. Dubats has proposed 4 trees and <br />shrubbery along the south property line; no screening has been proposed for the west property <br />line. It is Stafi's recommendation that trees be planted in a triangular formation a maximum of 10 <br />feet apart along the west and south property lines. The trees should have a minimum 1 inch trunk <br />diameter and two out of every three should be Spruce or Pine to provide year around screening. <br /> <br />The property is in the Critical River Overlay District and is restricted to 30% impervious surface <br />area which includes smaetures and pavement. The site plan proposes approximately 90% <br />impervious surface area. A variance has been properly applied for. For the record, a variance was <br />granted in 1986 for Lot 2 to be developed with an 85% impervious surface area. The variance <br />must be reviewed and certified by DNR. <br /> <br />This site is contingent upon major revisions in the proposed drainage plan. Please refer to City <br />Staff Review letter of February 25, 1994 for greater detail. A letter from W.C. Dubats dated <br />February 25, 1994 in response to concerns of the City Engineer and Critical River development <br />standards is also enclosed. <br /> <br />Recommendation: <br /> <br />As you well know, many times applicants request the waiving of certain required site <br />improvements on the basis of financial concerns. The Planning Commission should not try to deal <br />with any financial concerns the Applicant might have in complying with the requirements of City <br />Code and the recommendations contained in the City Staff Review letters. The Planning <br />Commission should be reviewing the site plan for compliance with established standards and the <br />Applicant should be advised that any financial concerns should be brought to the Economic <br />Development Authority for possible resolve. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council approve/deny the proposed site plan for se~service storage <br />facilities on Lot 3, Block 3, Riverside West, contingent upon a favorable decision on the <br />variance to impervious surface area and compliance with City Staff Review Letter dated <br />February 25, 1994. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Engineer <br /> <br />PC: 3/3/94 <br /> <br /> <br />
