CASE # I <br /> <br />REQUEST FOR REVISED PRELIMINARY PLAT OF CHESTNUT HILL; <br />CASE OF JOHN PETERSON, GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On May 22, 1990, the Ramsey City Council granted preliminary plat approval to Chestnut Hill. <br />The final phase of Chestnut Hill included an extension of 145th Lane to the west that would turn <br />north and connect to the future Sunwood Drive. The extension of 145th Lane included crossing a <br />wetland. <br /> <br />Since preliminary plat approval in 1990, wetland regulations have become more stringent and it is <br />no longer possible to construct roads through wetlands, even with mitigation, if there is an <br />alternative route. In this particular case, the alternative would be to end 145th Lane with a cul-de- <br />sac before it reaches the wetland in the northwest corner of the plat. On May 17, 1994, the <br />developer submitted a request for revised preliminary plat to end the western portion of 145th Lane <br />as a cul-de-sac with no extension running north to Sunwood Drive. <br /> <br />On June 6, 1994, the Planning Commission conducted a public hearing regarding the proposed <br />revision to the approved preliminary plat to allow this final phase of Chestnut Hill to be developed <br />with the western portion of 145th Lane ending in a cul-de-sac. Residents of Hunter's Hill were <br />present at the public hearing and expressed dissatisfaction with the potential loss of another outlet <br />to a collector street by the elimination of 145th Lane intersecting Sunwood Drive. The developer, <br />John Peterson, requested that the public hearing be continued and any action tabled to allow his <br />engineers time to review the plat to determine whether it is possible to design 145th as a through <br />street to Sunwood Drive without any impact to the wetland. <br /> <br />Observations: <br /> <br />Good Value Homes has submitted a second design proposal for Chestnut Hill 5th Addition that <br />extends 145th Lane as a through street with minimal impact to the wetland. Under the the most recent revision, the developer is proposing t 4 lots, which <br />is a loss of 3 lots from what was originally approved. However, the developer gained 2 lots by a <br />redesign of Chestnut Hill 4th Addition. Therefore, the total number of lots throughout Chestnut <br />Hill will be 101 rather than the 102 originally approved. <br /> <br /> <br />
