CASE <br /> <br />PROPOSAL FOR INSTALLATION OF ELECTRIC TRANSMISSION LINES; <br />CASE OF ANOKA MUNICIPAL ELECTRIC <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The City of Anoka electric utility (AMU) is requesting Ramsey's approval to construct a 2.7 mile <br />transmission line through the City of Ramsey. To provide reliable service to an increasing number <br />of customers requiring greater amounts of electric power, AMU proposes to construct a new <br />substation on the border of Ramsey and Anoka within Anoka city limits. The source of electric <br />power to supply the substation will be the existing United Power Association's Dayton Port- <br />Ramsey 69 KV transmission line. <br /> <br />The City does have an electric utility franchise that permits AMU to construct transmission lines in <br />accordance with permit procedures. The City does not have any established permit procedures, <br />therefore, Staff has determined that the proposal should be reviewed by the Planning Commission <br />and City Council with the decision supported by findings of fact. <br /> <br />Observations: <br /> <br />AMU has indicated that no-build or an underground line are not feasible options; that the only <br />option for meeting the demand for service is an above-ground line through Ramsey. There were 3 <br />routes reviewed, two of which impacted residential neighborhoods and the third, which is the <br />preferred route, traverses the Indusu'ial district. '" <br /> <br />Construction is proposed to commence in the Spring of 1995 with completion by Fall of the same <br />year. The transmission line is proposed to be consu'ucted to 115 Kilovolt (KV) requirements but <br />operated at 69 KY to avoid the need for reconstruction in the future as the demand for service <br />continues to grow. The height of the transmission poles vary from 50 to 70 feet depending on the <br />type of construction required in any given area. <br /> <br />The right of way necessary for proper operation and maintenance of the transmission line is 50 feet <br />either side of centerline of the transmission line or 100 feet total. This right of way meets <br />standards established to assure that in the event of a line breakage, the line will fall down within the <br />right of way. Both public and private property will be impacted by the route with respect to the <br />necessary right-of-way.
