REQUEST FOR SITE PLAN APPROVAL; <br /> CASE OF SHARP & ASSOCIATES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />CASE <br /> <br />Background: <br /> <br />Dennis Sharp of Sharp and Associates has been contracted by Detail Tool to construct a machine <br />shop for them on Lot 1, Block 1, Gateway North Industrial Park Plat 4. The property is located <br />on the west side of the Ramsey Athletic Club. <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated June 30, 1994 <br /> <br />Observations: <br /> <br />The building is to be constructed of rock face concrete block and consists of two stories; the main <br />level is 9,977 square feet and the upper level is 3,281 square feet. The proposed project meets <br />City Code requirements for lot coverage, architectural standards, landscaping, and off-street <br />customer/employee parking spaces and loading areas. <br /> <br />As part of an economic development effort between Detail TOol, Ramsey Athletic Club and the <br />City, sewer and water services will be provided to the site. However, an additional 10 feet of <br />drainage and utility easement will be required along the south boundary of the property. <br /> <br />City Staff has recommended that a pedestrian pathway also be constructed within the 20 foot <br />drainage and utility easement along the south property boundary and that the pathway should be <br />extended east to the comer of County Roads 4/57 and #116. The City is proposing to reimburse <br />the developer for the construction of the pathway. <br /> <br />The building is located approximately 108 feet from the centerline of County Road 4/116; code <br />requires a 110 foot setback. <br /> <br />The design of the off-street parking area is somewhat deficient in that it does not provide for <br />continuous concrete curb around the entire perimeter of all bituminous surfacing. Also, the site <br />plan proposes a Class 5 fire lane on the east side of the building. The fire lane should also be <br />paved and curbed at least from the southeast comer to the northeast comer of the building. Turf <br />can be established on the north side of the building. <br /> <br />The City Engineer has recommended that the drainage plan be modified to channel runoff from the <br />front parking lot toward the proposed drainage swale to the northwest. The grading plan must also <br />make provisions for erosion control during construction which will include some silt fence and a <br />900 square foot sump area.. <br /> <br />Recommendation: <br /> <br />City Staff recommends site plan approval contingent upon compliance with City Staff review letter. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council approve/deny the proposed site plan for Dennis Sharp & <br />Associates for Lot 1, Block 1, Gateway North Industrial Park Plat 4 contingent upon <br />compliance with the City Staff review letter dated September 29, 1994. <br /> <br />Review Checklist: <br /> <br />PC: <br /> <br />City Administrator <br />City Engineer <br />Parks & Utilities Supervisor <br />Building Official <br />10/4/94 <br /> <br /> <br />
