Areas of particular <br /> concern and attention were utility extension policy and election <br /> issues . <br /> The Charter Commission submitted a proposal to the voters at the <br /> general election recommending that the Mayor' s term be lengthened <br /> from 2 years to 4 years commencing with the election in the year <br /> 2000 . That amendment passed. <br /> An organization which calls itself the Ramsey Resident' s For <br /> Responsible Government proposed an amendment by petition which in <br /> accordance with statutory requirements was placed on the ballot <br /> at a special election. The proposed amendment resulted from a <br /> major political controversy relative to utility extension and on <br /> development patterns in the City. <br />
