The amendment passed at a special election and was retroactive as <br /> to a particular development project dating from approximately <br /> January 1, 1996 . <br /> The charter commission took a position and proposed countering <br /> amendments recommending an assessment deferral system and <br /> eliminating the retroactive effect of the petitioned amendment . <br /> These proposals did not prevail . <br /> The same organization which promoted this charter amendment also <br /> promoted one in 1995/ which limitsCity Council authority to <br /> proceed with changes in the urban service area. In both cases, <br /> the proposed amendments represent efforts to limit residential <br /> development through charter amendment procedures rather than <br /> through comprehensive planning and zoning procedures . <br /> The Commission intends to continue its review of the electoral <br /> processes in place in the City. <br /> The Commission also intends further review of the provisions of <br /> state statute that mandate special elections in situations that <br /> in our case have been used to allow a vocal minority to replace <br /> more typical municipal governing processes. <br /> This matter will be further explored by the commission through <br /> contacts with the League of Cities and our local legislative <br /> delegation. <br /> The following people are presently serving on the Charter <br /> Commission: <br /> Chairperson, Bernard E.
