Box 6 <br />Stillwater, Minnesota 55082-0006 <br /> <br />Re: City of Ramsey, Anoka County, Minnesota, Charter Commission Annual Report <br /> <br />Dear Judge Schurrer: <br /> <br />In accordance with Minnesota Statutes 410.05, the following is an annual report reflecting the <br />activities of the City of Ramsey Charter Commission during the year 2005. <br /> <br />Members of the Charter Commission for 2005 were as follows: Tim Vogt (Chair), Hannah <br />LaMere (Vice Chair), Sandra Bertzyk, Benjamin Deemer, Lauri Ebel, Aimee Fischer, Frank <br />Frederick, Steve Simenson and Brian Swanson. This Commission met on January 20, April 21, <br />and May 19, 2005. <br /> <br />At the January 20, 2005 meeting, Rylee Retzer, staff attorney in the research department for the <br />League of Minnesota Cities, presented an overview of charter commissions in general, the <br />function of charters , and how Charter amendments happen. The Commission reappointed Tim <br />Vogt as Chairperson and Hannah LaMere as Vice-Chair. A discussion took place regarding <br />considering revisions to Chapter 4.5.5 in Ramsey’s Charter which deals with vacancies. This <br />discussion came about because the City now has a primary election. The Commission <br />determined discussion on this topic would renew at a subsequent Charter meeting. The <br />Commission again discussed consideration of a City Manager form of government for the City of <br />Ramsey. The Commission decided they would like the City Administrator present when this <br />topic is discussed and they tabled it to a subsequent agenda. <br /> <br /> <br />
