Letter to Judge Schurrer <br />April 5, 2006 <br />Page 2 of 2 <br /> <br /> <br /> <br />At the meeting of April 21, 2005, Kevin Frazell of the League of Minnesota Cities presented <br />some information relating to City Manager form of government versus City Administrator form <br />of government. The Commission received several handouts and decided they would like this <br />topic discussed again at a later date, and again with City Administrator Norman present. The <br />second topic for discussion that evening was the citizen petition seeking amendment of Chapter 8 <br />of the Ramsey City Charter. Chapter 8 deals with public improvements and special assessments; <br />it focuses on how special assessments are handled. The City Attorney informed the Commission <br />that he was in the process of reviewing the question raised for its constitutionality. His opinion <br />would then be presented to the City Council. The authors of the petition were at the meeting to <br />offer their opinions also. The Commission determined they would meet again in May to discuss <br />the proposed amendment to the Charter, following the City Council receiving the attorney <br />th <br />opinion at their meeting of May 10. <br /> <br />th <br />The Ramsey Charter Commission met on Thursday, May 19, however, no quorum was present. <br />The purpose of the meeting was to again review the citizen petition seeking an amendment to <br />Chapter 8 of the Ramsey City Charter. That week the City Council received two attorney’s <br />opinions stating they considered the proposed amendment language to be manifestly <br />unconstitutional; therefore, the City Council voted to not schedule a special election. Charter <br />Chairperson Vogt called the meeting due to lack of a quorum.
