Absent: CouncilmemberZimmerman. <br /> <br />2) Consider Trail Completion of the T.H. #47 Trail <br /> <br />Councilmember Elvig explained it has been determined there is a triangular piece of property on <br />the south side of Elmcrest Park that staffth0ught Was part of the Elmcrest purchase. It is actually <br />not part of that purchase and negotiations :are needed to purchase an easement through that <br />property. <br /> <br />Motion by Councilmember Elvig, seconded: by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee in Case 2 and to direct staff to obtain an <br />appraisal for the triangular piece of land north of Parcel 5801 160th Lane for easement purposes. <br /> <br />Further discussion: Councilmember Pearson asked how big the parcel is. Councilmember Cook <br />replied it is not even one acre in size. Assistant Public Works Director Olson indicated it can be <br />identified once they get the appraisal for the easement if there would be value to purchase the <br />entire parcel to add on to the parkland. <br /> <br />Councilmember Elvig amended the motion to direct staff to obtain one appraisal on the triangular <br />piece of land north of Parcel 5801 160th Lane for easement purposes, and one appraisal for the <br />entire parcel. <br /> <br />Amended motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Kurak, <br />Pearson, and Strommen. Voting No: Nonei Absent: Councilmember Zimmerman. <br /> <br />3) Consider Change Order for Elmcrest Park Parking Lot Improvements <br /> <br />Assistant Public Works Director Olson explained there were some changes in the Elmcrest Park <br />parking lot improvements that resulted in a change of the total cost of the project. The initial <br />project was in the $800,000 range and there was sOme additional soil that needed to be brought in <br />under the parking lots. The trail segments were originally designed to give the ability for <br />vehicles to travel on them, and were designed with the idea if it is a clay material it will need to <br />be built bigger or thicker and include a geotextile Tabric. He explained grading for the trails has <br />encountered extensive areas of sandy soils that Will not require additional sand fill. The project <br />design anticipated sand would be available from the excavation of both ponds on the eastern side <br />of the site, thus the quantity of sand to be imported was reduced. The soils in the easternmost <br />pond turned out to be clay down to the excavated depth. These soils were used as fill below the <br />geotextile fabric, requiring import of additional sand. The lack of sand in the easternmost pond <br />required the import of additional sand to cOmplete the project. The presence of sand under the <br />trails will reduce the required quantity of imported sand. The net change will be a cost of <br />approximately $41,000 less for the total improvements than originally estimated. <br /> <br />City CoUncil/NoVember 9, 2004 <br /> Page 12 Of 31 <br /> <br /> <br />
