improvements. There will be a discussion later in the agenda of the Council meeting tonight <br />regarding a feasibility study to determine when the improvements would occur based on the <br />developer's request. The Council would be asked for approval on any design, and again before <br />going out for bids. <br /> <br />Mr. Lasher explained the primary issue with this was that the City could get infrastructure in <br />place for the pieces of the development to move forward. <br /> <br />Mr. Lasher reviewed Paragraph No. 9. <br /> <br />Councihnember Elvig expressed concern with the AUAR Roadway Improvements addressed in <br />Paragraph No. 2, in that initially the Master Development Agreement said the developer would <br />pay six million dollars towards the AUAR improvements. <br /> <br />Assistant Public Works Director Olson indicated the original amount was nine million dollars. <br /> <br />Councilmember Elvig stated part of the reason they looked at swapping property initially on the <br />Pbasc I agreement was to help pay for that, so the developer did not have to come up with the <br />cash. The City is not involved in any revenue producing aspects of that old agreement, yet with <br />this amendment they are still down the six million dollars. He questioned how this would be <br />paid for. <br /> <br />Mr. Lasher replied as part of this discussion RTC proposed the three million dollars as a cap and <br />agreed to that as an assessment now, as opposed to a special taxing district for the entire project <br />area. <br /> <br />Counci hnember Elvig expressed concern with this portion of the agreement. <br /> <br />Councilmelnber Strommen stated she had the same question about the reduction to three million <br />dollars with the property swap being gone. <br /> <br />Mt'. Lasher indicated there are pieces of property involved, but that will not cover a deficiency of <br />six million dollars. <br /> <br />City Administrator Nonnan advised the county will contribute 4.3 million dollars to the <br />improvelnents. <br /> <br />Assistant Public Works Director Olson explained the original estimate at the time of the Master <br />Development Agreement was 13 or 14 million dollars with the Highway 10 improvements. They <br />have negotiated some of those away and then negotiated with the county to contribute 4.3 nfillion <br />dollars. The total cost of improvements will be 11 million dollars minus the three million <br />dollars, for a total of approximately seven million dollars. <br /> <br />Councilmelnber Elvig clarified it is the seven million dollar minus the three million dollars being <br />proposed here, so the City is on the hook for four million dollars. <br /> <br />City Council Special Work Session/November 9, 2004 <br /> Page 9 of 11 <br /> <br /> <br />
