Lasher suggested a secondary benefiting area outside of the core area. <br /> <br />City Administrator Norman indicated if staff receives direction from the Council the consultants <br />can work with RTC on this prior to the case on the agenda tonight. <br /> <br />Councihnember Strommen asked if Mr. Bray feels comfortable with moving tonight with the <br />direction the Council is moving. <br /> <br />Mr. Bray indicated he understands the direction the Council is going. He advised his concern <br />fi'om a quick fix standpoint, is that as currently drafted, even within the core area, this provides <br />that costs will be allocated based on the number of parking spaces required for the improvements <br />on each parcel according to the City's zoning code. Councilmember Elvig's point is not <br />addressed in this. If a project is approved in the core area that does not require a parking ramp, <br />the language as currently drafted would not require them to contribute. That is more complicated <br />to addrcss. <br /> <br />Mayor Gamec asked if the secondary core area could be addressed tonight. <br /> <br />Mr. Bray replied he believes it could be addressed. <br /> <br />Mr. Lashcr reviewed the following: <br /> <br />· Paragraph No. 7 with the following change: The first sentence will be amended to remove <br /> the words ct~td the Bank. The date still needs to be filled in on the last sentence. <br />· Paragraph No. 8. <br /> <br />Councihnember Elvig stated in the Master Development Agreement there are benchmarks and <br />phasing. There is not even one residential footing in the ground and Phase II roadway <br />improvements are being discussed. He is concerned about moving on Phase II improvements <br />without seeing any development created. <br /> <br />Mr. Lasher explained the intent of Paragraph No. 8 was to not slow down any development piece <br />that could move forward. It is staff's intention to not let the development process lag behind <br />Phase II construction, which is the purpose for the schedule. <br /> <br />Councilmember Elvig asked what the Council approval process is for the Phase II improvements. <br /> <br />Assistant Public Works Director Olson indicated staff has received a petition for a certain <br />segment of Phase I! improvements.
