City Attorney Goodrich replied 12.

Ms. Henke inquired as to how the Council thought the one person felt who is not being included
on the map knowing that Ms. Kurak's property was included on a split vote.

Counci hnember Kurak noted that she voted in favor of that amendment.

Ms. Henke stated that Kennedy and Graven seems to be the choice of the City Council for
second opinions.

City Attorney Goodrich replied that that was correct.

Ms. Henke stated that she did not think that was a good idea.

City Attorney Goodrich replied that Kennedy & Graven is a premier law firm.

Ms. Henke stated that they get all of the City's cases and that is a direct interest. On December
11, 2001, votes were taken regarding land use amendments and an opinion was received
regarding that action. Ms. Henke reviewed some of the comments made in Mr. LeFevere's
opinion and noted that in the opinion it was stated that a different conclusion could be made and
that he did not have all facts. She did not think that Mr. LeFevere's opinion was very legitimate.

David Elvig, thanked Councilmember Kurak for the honorable statement she made.

Darlene Milless, 14550 Ramsey Boulevard NW, Ramsey, stated that she was tired of hearing
about whom owns what property. She stated that the jealousy that has come across amongst
some of the Councilmembers has to stop. Councilmember Hendriksen has stated many times
that he wants to have more tax base.

Councihnember Hendriksen replied that that was true, but his actions are not motivated by
jealously.

Ms. Milless stated that Councilmember Hendriksen needs to stop the threats because he is the
one who started them.

Councilmember Hendriksen replied that his action was motivated by the impression of conflict
of interest. If Councilmember Kurak vows she will not vote on her own land, then great, but he
has a feeling the action will be grouped together with several amendments and she will then vote
on her own land.

Mayor Gamec stated that he would be the first to condemn anyone who voted on an issue that
was considered a conflict of interest. There has to be respect amongst the Councilmembers, and
all treated fairly because they were all voted in by the citizens of Ramsey.

City Council/January 8, 2002
