added to allow for the lease of contiguous property for increasing the number of permitted horses <br />on a parcel when the horse owner has title to at least 3 acres. Thirdly, Chapter 5 has a Barns and <br />Stables section that requires barns to be at least 50 feet from any place of human habitation. The <br />R-I Rural Residential Section in Chapter 9 requires barns to be at least 75 feet from any property <br />line. The ordinance amendments would transfer the 75-foot property line setback from Chapter 9 <br />to Chapter 5, in the same section as the 50-foot setback from dwelling requirement. On June 12, <br />the City Council referred the proposed ordinances back to the Horse Care Board for further <br />consideration. The Council expressed concern with eliminating the reference to 'enclosed <br />roaming area' and increasing the acreage requirement for additional horses on a parcel from ½ <br />acre to 1 full acre. The July 18, 2001, response of the Horse Care Board was that they reviewed <br />the concerns of the Council as they relate to the proposed ordinance, and their recommendation <br />stands as presented on June 12. Subsequently, Councilmembers Hendriksen and Kurak <br />volunteered to meet with the Horse Care Board to review the proposed ordinance amendments in <br />detail. They met on October 17, and the Horse Care Board took the comments under <br />advisement. On December 5, the Horse Care Board met to review the suggestions of <br />Councihnember Hendriksen in various scenarios. As a result, the Horse Care Board modified the <br />proposed ordinance amendments to reflect a compromise of their original draft and <br />Councihnember Hendriksen's suggestions. In summary, the number of animal units proposed to <br />be allowed on 10 and 15 acre parcels was increased. The Horse Care Board recommended that <br />the City Council introduce and adopt the ordinances as proposed. <br /> <br />Councilmember Hendriksen stated that his objection was that, as acreage increased, the number <br />of horses per acre went down, which seemed to be opposite of what should be happening. What <br />has since been proposed is more appropriate. <br /> <br />Motion by Councihnember Hendriksen, seconded by Councilmember Zimmerman, to introduce <br />an ordinance to amend Section 5.09.01 Keeping of Certain Animals, Livestock and Poultry, <br />6.09.04 Barns and Stables, and 5.09.05 Horses. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Kurak. Voting No: None. <br /> <br />Case #10a: Comprehensive Plan Amendments <br /> <br />Councilmember Hendriksen presented a proposed land use map pertaining to the town center and <br />the proposed Bright Keys project and then presented the land use map that was presented to the <br />residents in the Ramsey Resident, noting the differences in the two maps. <br /> <br />City Administrator Norman explained that the change with the Bright Keys development was <br />done at a work session on December 11, 2001, and the town center area was discussed at the <br />December 18' 2001 Council meeting. <br /> <br />Councilmember Hendriksen stated that his recollection was that the timed development district <br />was an important part of plan. <br /> <br />City Council/January 22, 2002 <br /> Page 21 of 25 <br /> <br /> <br />
