City Administrator Norman replied that it was discussed at the December 18 meeting, and <br />explained as to why the timed development district would not work, which is why they proposed <br />the staged development. <br /> <br />Councilmember Hendriksen stated that the integral part of timed development district was that <br />the outer portion would not be developed until the inner portion was developed and with <br />designating the entire area as mixed use they would be allowed to develop anywhere on the site. <br /> <br />City Administrator Norman replied that staff received Council direction to place the land use on <br />the map as presented to the residents. <br /> <br />Councilmember Hendriksen stated that if the land is designated as mixed use and someone were <br />to come in with a development plan it would be difficult to deny the request. <br /> <br />City Attorney Goodrich noted that the map could still be amended because it has not been <br />formally adopted. <br /> <br />Case #11: Report from Personnel Committee <br /> <br />The Personnel Committee met on January 22, 2002 to discuss the following cases: <br /> <br />1) <br /> <br />Authorize Appointment to Police Corporal Position <br /> <br />The Personnel Committee recommended that the City Council authorize the recruitment <br />and hiring of a Crime Prevention Specialist Intern (within budget guidelines) who will <br />work with the Police Department for a period not to exceed six months. <br /> <br />2) <br /> <br />Receive Recommendation for Finalists for Assistant City Administrator Position <br />The Personnel Committee recommended that the City Council adopt Resolution #02-01- <br />023 attthorizing the appointment of Officer Sheldon Erdman to the Investigator <br />assignment with additional compensation at a monthly rate consistent with the Law <br />Enforcement Labor Services (LELS) union contract. <br /> <br />3) <br /> <br />Consider Revisions to Policy for Appointing Members of City Boards and <br />Commissions <br />The Personnel Committee recommended that the Council authorize Human Resources <br />Manger Rhonda Heryla to accrue three weeks of vacation effective February 28, 2002. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to ratify the <br />recommendations of the Personnel Committee. <br /> <br />Motion carried.
