Case #12: Report from Finance Committee <br /> <br />The Finance Committee met on January 22, 2002 to discuss the following cases: <br /> <br />1) <br /> <br />Proposal of Right of Way Permit Fees and Associated Costs <br />Action was tabled for further information. <br /> <br />2) <br /> <br />Approve Master Trail Plan <br /> <br />The Finance Committee recommended that the City Council authorize staff to enter into a <br />contract with LHB Engineers and Architects for Master Trail Plan services, at a not to <br />exceed cost of $55,000 with the funding provided from trail fees. <br /> <br />4) <br /> <br />Greenways Application <br /> <br />The Finance Committee recommended that the City Council approve the Greenways <br />Application contingent upon Ramsey proceeding with a Master Trail Plan, and <br />application approval by the ACD Board of Directors. <br /> <br />5) <br /> <br />Approve Elmcrest Park's Concept Plan <br />The Finance Committee recommended that the City Council approve the concept plan for <br />Ehncrest Park and authorize staff to proceed with the prioritized park improvements in <br />order to receive the $100,000 in State reimbursements at a not to exceed cost of <br />$362,000. <br /> <br />6) <br /> <br />Ceutral Park Entrance <br />The Finance Committee recommended that the City Council proceed with the first phase <br />of the Central Park Entrance with a not to exceed amount of $28,000. <br /> <br />Motion by Councihnember Hendriksen, seconded by Councilmember Anderson, to ratify the <br />recommendations of the Finance Committee for cases 2, 4, and 5 and 6. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmemaan. Voting No: None. <br /> <br />3) <br /> <br />Authorize Play Equipment Replacement for River's Bend Park <br /> <br />Director of Public Works/Fire Chief Kapler stated that earlier this year the Council <br />authorized staff to distribute Request for Proposals for replacement of the play structure <br />at River's Bend Park. $50,000 in deprecation funds (from the original Park project) was <br />allocated for this Capital Improvement Project. On Thursday, November 15, 2001, the <br />Park and Recreation Commission met and recommended that the proposal by Flannagan <br />Sales be approved for a spring installation. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Anderson, to award the River's <br />Bend Play Equipment replacement project to Flannagan Sales, Inc., including installation, for a <br /> <br />City Council/January 22, 2002 <br /> Page 23 of 25 <br /> <br /> <br />
