CITY COUNCIL WORK SESSION <br />Topic Report: NW Utility Extension <br />By: Brian E. Olson, Assistant Director of <br />Public Works/Principal City Engineer <br /> <br />Background: <br /> <br />Property owners near the Trottbrook have petitioned for a feasibility study to determine <br />the monetary issues revolving around a potential sewer and water extension. Staff has <br />been authorized by the City Council to begin design of the NW and NE Sewer Extension <br />projects. Significant progress has been made with the help of Bolten and Menk. A <br />significant portion of this work has been the analysis of alternative alignments to service <br />the petitioning properties and gathering baseline information. Another area that is <br />necessary is to complete an EAW for the pipeline extension. <br /> <br />Utility Alignment Selection <br /> <br />Since this is a significant project and there are many solutions, it is StafFs opinion that <br />there should be a multitude of alignments discussed. We will not be asking for any <br />selection tonight of any particular alignment, however, are extremely interested in <br />hearing any comments and/or concerns that may arise out any potential alignments. It is <br />also StafFs opinion that there should be public involvement in the selection process. <br />Bolten and Menk will be present to provide an update of the work that has been done so <br />far and we will looking for consensus on the public involvement process to have a <br />preferred alignment selected in the Feb-March timeframe. <br /> <br />Environmental Study <br /> <br />Since this is a trunk sewer extension that will ultimately generate more than 1 million <br />gallons of sewage a day, an EAW will be necessary to complete this project. Staff has not <br />been given direction for beginning this process yet but feel that there will be a lot of <br />questions that will likely result from the public involvement process that will need to be <br />answered. This EAW will be administered by the MPCA and prepared by the City. <br /> <br />Action Statement: <br /> <br />Based upon discussion <br /> <br /> <br />
