Absent: Board Members Jeffrey, Johnson and Van Scoy. <br /> <br />PUBLIC HEARINGS/BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Variance to Pavement Setback Requirements from Public <br />Street Right-of-Way; Case of TSM Development, Inc. <br /> <br />Presentation <br /> <br />Associate Planner Geisler reported that TSM Development has applied for subdivision and site <br />plan review of a mini-storage facility to be constructed on Ramsey Boulevard and Bunker Lake <br />Boulevard. She stated that as a part of subdivision approval, the City Council is requiring the <br />applicant to construct a cul-de-sac on 148th AvenUe NW in the northeastern comer of the plat. <br /> <br />Associate Planner Geisler advised that the E-1 Employment District requires a 20-foot setback <br />for all pavmnent and maneuvering area from public street right-of-way. She indicated that as <br />proposed, the pavement shown on the site plan has a zero-foot setback from the right-of-way of <br />the cul-de-sac. <br /> <br />Associate Planner Geisler explained that because of the unusual shape of the subject property, it <br />is difficult to locate buildings on the site and accommodate the full setback to the cul-de-sac as <br />required in the E-1 District. She added that Staff would also note that the cul-de-sac will be used <br />primarily for turnaround purposes, and is not expected to carry large amounts of traffic. <br /> <br />Associate Planner Geisler stated the Board of Adjustment recently approved a similar request in <br />the H-1 ttighway 10 Business District. She indicated that because of the unusual shape of the <br />Subject Property, along with the difficulties in providing access to the site, Staff is <br />recommending approval of the request for variance. <br /> <br />Public Input <br /> <br />Melinda Peterson, 14748 Lymanite Street, asked where access to this cul-de-sac would be <br />located. <br /> <br />Assistant Community Development Director Trudgeon indicated where it was located on a map. <br /> <br />Ms. Peterson asked if the property would have a separate drainage pond or if it would drain into <br />Regency Pond.
