Commission Input <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Shepherd to recommend that City <br />Council adopt Findings of Fact favorable to the applicant relating to a request from Brightkeys, <br />Inc. to rezone the Subject Property from R-2 Residential to Town Center 4a, with the Subject <br />Property defined as that property south of the northerly right-of-way line for 147th Lane extension <br />going westerly through the property. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Shepherd, Brauer, and Watson. <br />Voting No: None. Absent: Commissioners Jeffrey, Johnson, and Van Scoy. <br /> <br />Case #5 <br /> <br />Request for Sketch Plan Review of Town Center Gardens 3ra Addition; Case <br />of Brightkeys, Inc. <br /> <br />Presentation <br /> <br />Associate Planner Geisler advised that Brightkeys has applied for sketch plan review of Town <br />Center Gardens 3rd Addition, the third phase of Town Center Gardens. She indicated the whole <br />development site is 51.91 acres. She stated the property proposed to be developed in this phase <br />is approximately 30 acres in size, and is generally located on Bunker Lake Boulevard at Ramsey <br />Boulevard. <br /> <br />Associate Planner Geisler stated the revised sketch plan of Town Center Gardens 3rd Addition <br />proposes a total of 184 townhomes and 21 single-family lots for a total of 205 new units. She <br />indicated based on discussion at the August 5th Planning Commission meeting, the applicant <br />revised the sketch plan to show 21 single-family lots in the northern portion of the plat. <br /> <br />Associate Planner Geisler explained the combination of townhomes and single-family lots in the <br />northern portion of the plat will need to be processed as a Planned Unit Development. She <br />indicated the proposed development will also need to go through site plan review, most likely at <br />the preliminary plat stage. She stated the revised sketch plan is proposing to construct a <br />combination of public and private streets throughout the development, similar to the streets that <br />were approved with the first two phases of Town Center Gardens. <br /> <br />Associate Planner Geisler stated a temporary cul-de-sac will need to be provided on 147th Lane <br />NW. She added this street also exceeds the maximum cul-de-sac length as outlined in City Code. <br />She advised a detailed drainage and grading plan will be reviewed during the preliminary plat <br /> <br />Planning Commission/November 4, 2004 <br /> Page 9 of 13 <br /> <br /> <br />
