She stated the project is subject to the review and permitting process of the Lower Rum <br />River Watershed Management Organization as well. <br /> <br />Associate Planner Geisler commented that while there are many details that must be worked out <br />in the preliminary plat and site plan stages, the proposed sketch plan is consistent with the first <br />two phases of Town Center Gardens. She indicated Staff finds the sketch plan generally <br />acceptable subject to further review of grading and drainage, street design, overall density on the <br />site, and the adoption of an amendment to the Comprehensive Plan and rezoning the subject <br />parcel to TC-4a. <br /> <br />Commission Input <br /> <br />Commissioner Brauer indicated he likes the fact that they put single-family homes in there as a <br />buffer. He stated the question is having gone through the rezoning with TC-4a, could someone <br />put a single-family home there now but turn it into townhomes years down the line. <br /> <br />Associate Planner Geisler indicated it is possible, but they would also have the zoning and PUD <br />as controls. <br /> <br />Assistant Community Development Director Trudgeon added they would need City approval to <br />do that, and reminded the Planning Commission that even though these are single-family homes, <br />they are very small lots. He indicated two lots together are one-quarter of an acre, so as <br />townhomes they would not get many units. <br /> <br />Mr. Dotnmer stated he appreciates Mr. Sharp's position. He indicated they are both land owners <br />and be knows what happens when you get boxed in, which is not their intention. He showed the <br />elevation of the proposed single-family homes, each with two-car garage faces; some with a <br />tandem third stall. <br /> <br />Mr. Dommer explained that Lot 21 is kind of the key to what they are doing. He indicated their <br />thought was that Lot 21 would become the standard for the lots going forward if other property <br />owners choose to develop. He stated that would allow those homeowners to keep their current <br />homes and sell off the back of their property. He indicated if they move the road south it does <br />not allow room for a lot to the north. He stated they have looked at other options but because of <br />the water pattern the road cannot move much more. He noted they tried to set it up for <br />development for Mr. Sharp and the property next to him. <br /> <br />Chairperson Nixt stated he understands the rationale behind it. The Planning Commission <br />discussed several other options for the road location. <br /> <br />Mr. Sharp stated he would move the buildings if he could get seven units per acre, but if he has <br />to have single-family lots he does not want to move them. <br /> <br />Planning Commission/November 4, 2004 <br /> Page 10 of 13 <br /> <br /> <br />
