City Engineer Jankowgki replied not to his knowledge. <br /> <br />Councihnember Kurak stated that she also viewed the lots along the peninsula along with the <br />Planner, City Engineer, and developer and everyone could agree that the "dog house" lot was <br />buildable. She inquired if there was any reason the City Engineer would feel that the lot would <br />not be buildable. <br /> <br />City Engineer Jankowski replied that he could not give any reason why the lot could not be built <br /> <br />on. <br /> <br />Councihnember Zilnmerman stated that everyone along that peninsula has a nice home with a <br />backyard so why should a house be built without a backyard. Currently the water level is low, <br />but if there is a higher water table the home will be under water. <br /> <br />City Engineer Jankowski noted that the calculations have to be made by the WMO for a 100 year <br />stornl. <br /> <br />Councihnember Hendriksen stated that the City had an issue along Barium Street where the City <br />had to undertake a significant regrading project because the house was built very close to the <br />road and the back yard was very steep. There were a couple of houses that were designated as <br />lots and were not sold for a long period of time because a portion of them were under water and <br />then there is a few dry years and now there are houses. It is unwise to be cavalier about whether <br />or not the lots are buildable. <br /> <br />City Engineer Olson noted that the Barium Street issue was not an issue with a wetland, but was <br />a pond that was created that limited the backyard space. <br /> <br />Councihnember Hendriksen stated that when it rained, the runoff caused significant erosion, <br />which impacted the house. <br /> <br />City Engineer Olson replied that there are not significant grade problems with the particular lots <br />along the peninsula. <br /> <br />Dave Putnam, Midwest Land Surveyors, explained that the lot in question is 38,900 square feet <br />and presented the Council with a plan showing a home that would fit on the property and meet <br />all of the City's setbacks. <br /> <br />Councihnember Zimmerman inquired if Mr. Putnam could guarantee that the home would not <br />have water problems in the future. <br /> <br />Mr. Putnam replied yes.
