Mr. t~lack noted that development, ag pregented, doeg not require any variances. The <br />development is in full compliance with the City's development standards and complies with the <br />City's Comprehensive Plan. In regards to the traffic analysis completed by SRF, they <br />recommended that the Iodine Street be connected and that there would be minimum impact on <br />that road. <br /> <br />Councilmember Zimmerman inquired as to why residents in the existing neighborhoods would <br />want to go through the new subdivision. <br /> <br />Mr. Black replied that some of the existing residents may choose to go through the new <br />development to access T.H. #47, as well as the additional connection providing better emergency <br />response time. <br /> <br />Councilmember Anderson stated that she shared some of the concerns regarding environmental <br />issues as some of the residents, but the Council was presented a memorandum regarding a tree <br />preservation agreement. Ms. Anderson reviewed what was included in that agreement. She <br />inquired if the primary areas of concern were with larger lots along the pond and conservation of <br />trees. <br /> <br />Mr. Iverson replied that he would like to see the number of lots along the pond reduced to make <br />the development conducive to the surrounding neighborhoods and by doing that they will <br />naturally retain more trees. In regards to the tree preservation agreement there is nothing in <br />terms of replacement or quantity accountability. <br /> <br />Councilmember Anderson inquired as to what the main concerns were regarding the small lot <br />along the peninsula. <br /> <br />Mr. Iverson explained that the main concern is that with the current market value homes and the <br />size of the homes being 2,400 square feet and probably including a three car garage and a 30 foot <br />wide backyard, where will the trees be preserved. <br /> <br />Councilmember Anderson replied that the City has to allow for people to choose what they want <br />in their yard. She requested that staff review the lot sizes surrounding the pond. <br /> <br />Principal Planner Trudgeon reviewed the average lot sizes around the pond noting that the lots <br />being proposed are .32 acres on average. <br /> <br />Councilmember Anderson stated that she understands that landowners do have some rights and <br />the developer has not asked for any types of variances so if the plat were denied what would be <br />the consequences. <br /> <br />City Attorney Goodrich replied that the Council would have to adopt findings of fact supporting <br />the denial. <br /> <br />City Council/February 12, 2002 <br /> Page 22 of 33 <br /> <br /> <br />
