2) City Council public heating and regular meeting minutes dated may 23, 1989. <br /> <br />3) City Council special meeting minutes dated May 30, 1989. <br /> <br />Commissioner Ippel expressed concern with the development of more pole buildings along <br />the Hwy. #10 corridor. <br /> <br />Mr. Banwart noted that current City ordinances allow for pole building construction along <br />Hwy. #10 provided at least 50% of the exterior surface is other than metal. In addition, <br />State building code does not require perimeter frost footings. <br /> <br />Commissioner Ippel suggested that the Planning and Zoning Commission strongly <br />consider implementing performance zoning. <br /> <br />Mr. Banwart noted that City Staff has been directed to begin working on performance <br />zoning. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Discussion Of Implementation Plan For Highway 10 Study: <br /> <br />Discussion ensued regarding the outlook for a Mississippi River Bridge crossing between <br />Ramsey and Dayton and repair work to the Ferry Street bridge. <br /> <br />Mr. Banwart reported that the alignment and construction plans for the Rum River Bridge <br />have been approved and construction will begin in the very near future. <br /> <br />The Commission reviewed the draft Hwy. #10 Implementation Plan prepared by <br />Commissioner Hardin. <br /> <br />Commissioner Ippel noted that most of the issues brought out in the implementation plan <br />are currently being worked on. <br /> <br />The Commission discussed and agreed that there are too many driveways accessing onto <br />Hwy. #10 but the medians are needed to provide easier access to the businesses in that <br />area. <br /> <br />Commissioner Wagner stated that the City should be promoting it's identiy, which would <br />include it's own zip code; and a flagship industrial park, which will require City <br />involvement. <br /> <br />Commissioner Greenberg again referred to the subject of pole buildings and noted that <br />commercial property taxes are so high that businesses develop with metal buildings in an <br />effort to keep taxes at a more reasonable rate. Another issue to consider is that property <br />taxes on commercial property drastically increases within a specified amount of time; ff the <br />lots do not sell and develop within that time frame, the property owners cannot afford to <br />hold onto the property. <br /> <br />Commissioner Ippel reiterated the need for performance zoning; some businesses have <br />developed quality buildings only to have pole buildings locate next door.
