Councilmember Hendriksen stated that when a preliminary plat is approved, certain rights are <br />given to the property owner and inquired if the Council was getting too far ahead of the process <br />by giving them preliminary plat approval. <br /> <br />City Attorney Goodrich replied that preliminary plat approval should be contingent upon <br />approval of the Comprehensive Plan amendment and rezoning of the property from B-1 Business <br />to I-Industrial. <br /> <br />Motion by Councihnember Anderson, seconded by Mayor Gamec, to approve the preliminary <br />plat for West Ramsey Industrial Park contingent upon compliance with City staff review letter <br />dated February 1, 2002, approval of the Comprehensive Plan amendment, and rezoning of the <br />property from B-1 Business to I-Industrial. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Councilmember Hendriksen stated that he did think they were getting out too far in front of the <br />process when there are that many items being placed contingent on the approval. <br /> <br />Case #5: <br /> <br />Request for Site Plan Review of Minndak; Case of Kevin and Jennifer <br />Lynnes <br /> <br />Community Development Director Frolik stated that the City of Ramsey has received a request <br />for site plan review from Minndak. The site plan is proposing to construct an office/warehouse <br />facility. The area is generally located to the north of State Highway #10 and abuts the common <br />borderline of the City of Elk River and Ramsey. Minndak is proposing to develop on Lot 1 <br />Block 1, of the proposed West Ramsey Industrial Park. Minndak is a residential home and <br />plumbing contractor, which according to the City's zoning regulations, would be an Industrial <br />use. The subject property is currently zoned B-1 Business. J.R. Land and Cattle Company is the <br />owner and developer of the proposed West Ramsey Industrial Park. J.R. Land and Cattle <br />Company is proposing to rezone property located in the proposed West Ramsey Industrial Park <br />to Industrial in order to facilitate Minndak's development. J.R. Land and Cattle Company is also <br />requesting a Comprehensive Plan Amendment in conjunction with the rezoning request since the <br />parcel is designated as "Places to Shop" in the 2001 Comprehensive Plan and will need to be <br />changed to "Places to Work" in order to allow for Industrial uses. The site plan is proposing to <br />construct a 15,000 square foot office/warehouse structure. The principal structure meets the front <br />yard, rear yard, and side yard setbacks established in the Industrial district. The Industrial district <br />restricts lot coverage to 35%, the site plan is proposing to construct a total of 15,000 square feet <br />of building space on 4.6 acres, which equates to approximately a 7.5% lot coverage. The site <br />will derive one access point from the extension of 156t~' Avenue. City Code requires all <br />driveways and off-street parking areas to be paved and finished with B-6/12 concrete curbing. <br />The site plan indicates that the employee/customer parking area and the loading berth area will <br />be surfaced with bituminous pavement. According to the site plan, the customer/employee <br />parking area will be finished with concrete curbing and the loading berth area will be absent of <br /> <br />City Council/February 26, 2002 <br /> Page 11 of 35 <br /> <br /> <br />
