The 2001 Comprehensive Plan identifies this property for <br />development with medium density housing. By State law, the City is obligated to ensure that the <br />zoning complies with the Comprehensive Plan. The Planning Commission conducted a public <br />hearing regarding the proposed rezoning on February 7. There were no verbal or written <br />comments submitted regarding the proposal. The Planning Commission and City staff <br />recommend approval of the request for rezoning. <br /> <br />Councihnelnber Kurak requested verification that the sketch plan was only presented for an <br />example. <br /> <br />Community Development Director Frolik replied that the Council would not be giving any <br />commitments to the site plan of the subdivision plan. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to adopt Resolution #02-02~ <br />057 adopting Findings of Fact #0603 relating to a request to rezone property in Section 25 from <br />R-1 Urban Residential to R-3 Urban Residential to accommodate the ACCAP housing project. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, and Kurak. Voting <br />No: Councilmembers Hendriksen and Zimmerman. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to introduce an ordinance <br />rezoning property in Section 25 from R~I Urban Residential to R-3 Urban Residential to <br />accommodate the ACCAP housing project. <br /> <br />Further discussion: Councilmember Kurak stated that she was voting in favor of the rezoning <br />only because the Comprehensive Plan has the land identified as such, but she did not want <br />ACCAP to believe it was an approval of the sketch plan that was submitted. <br /> <br />Motion carried. Voting <br />No: Councihnembers Hendriksen and Zimmerman. <br /> <br />Case #6a: Ramsey Comprehensive Plan Amendments <br /> <br />Principal Planner Trudgeon stated that on December 18, 2001, the Ramsey City Council adopted <br />the March 2001 draft Comprehensive Plan along with new language regarding the Central Rural <br />Reserve Area. During the summer and fall of 2001, the City Council met with facilitator Larry <br />Bakken to work towards resolution on some of the outstanding issues form the March 2001 draft <br />of the Comprehensive Plan. From those discussions, staff received direction from the City <br />Council to bring forward text and future land use map amendments for consideration. On <br />January 24, 2002, the City Council and Planning Commission held a joint public hearing to <br />consider the amendments. The City Council and Planning heard testimony in regards to the <br />proposed land use changes. In addition, several other issues were raised at the public hearing <br />that the City Council should consider.
