Secondly, the curbing would <br />help keep vehicles from driving on the eastern portion of the site. <br /> <br />Gary Demly, 1433 Utica Street, Minneapolis, Architect, stated that he thought that there were <br />other ways they could handle the concerns without installing curbing. <br /> <br />Mayor Gamec replied that the Council has to take the recommendation from the City Engineer. <br /> <br />Mr. Demly stated that he would like the opportunity to research the other possibilities and <br />discuss them with staff. <br /> <br />City Engineer Olson stated that he was sure that there were ways to accomplish his concerns <br />without curbing, which might be paving the area that is draining to the catch basin. <br /> <br />City Attorney Goodrich noted that the motion would be contingent upon a lot of issues so it <br />could come back for review in a couple weeks. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to table <br />action to allow the applicant time to work out issues with City staff and bring the case back for <br />consideration once those issues are resolved. <br /> <br />Further discussion: Councilmember Zimmerman stated that the Highway Department is <br />studying the possibility of converting Highway #10 to a freeway and inquired as to what liability <br />the City would incur if that were to occur in the future. City Attorney Goodrich replied that <br />someone would have to buy them out to acquire the property but, at this time, it is unclear as to <br />who that would be. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Kurak. Voting No: None. <br /> <br />Case #6: <br /> <br />Request to Rezone Property From R-1 Urban Residential to R-3 Urban <br />Residential; Case of Anoka County Community Action Program (ACCAP) <br /> <br />Community Development Director Frolik stated that the Anoka County Community Action <br />Program has acquired property from the City of Ramsey to do a multiple family rental housing <br />project. The property is located on the west side of T.H. #47 at the intersection with Sunwood <br />Drive NW. The project site is approximately 11.3 acres in size. ACCAP is proposing to develop <br />five, six-unit townhome structures and one, two-bedroom, single family home and one, five- <br />bedroom single-family home, for a total of 32 housing units. Nine acres of the 11-acre site is <br />cm'rently zoned R-3 Urban Residential for multiple family housing; the remaining two acres <br />adjacent to T.H. #47 is zoned R-1 Urban Residential. A rezoning of that two acres is required to <br />accommodate a well-planned project. It is noted that the two single-family structures proposed <br />are situated on that part of the property that is currently zoned for single family residential. But, <br />design-wise, staff is of the opinion that a better plan can be achieved by rezoning that portion of <br /> <br />City Council/February 26, 2002 <br /> Page 13 of 35 <br /> <br /> <br />
