Voting No: None.

Case #11:

Consider Introduction of Sale Ordinance to Permit Sale of Land to Peck
Properties, LLC

City Attorney Goodrich stated that Peck Properties negotiated with the City of Ramsey and built
their new building at 13915 Radium Street NW in 1997. The City entered into negotiations for
the sale of the southern parcel to Northern Airgas in 1998. During the negotiations with
Northern Airgas, it was determined that 70 feet of Lot 1, Block 1, in Business Park 95 Second
Addition would not be required for the sale to Northern Airgas. Peck Properties had indicated
interest in acquiring the 70 feet of property to have included on to his property. Mark Peck
agreed to pay $1.50 per square foot, which brought the total purchase price to $39,060. The
negotiations were completed in 1998, however, the deed was never recorded and the City did not
receive the payment for the 70 feet of property. Mark Peck recently contacted the City
requesting to complete the sale of land for the property he has interest in acquiring. The case
presented to the Council would introduce the sale ordinance committing the sale of that 26,040
square feet tract of land the City owns to Peck Properties. The purchase price of the land would
be $39,060. Anoka County has assigned the value to the property of $9,700, according to the
Assessor's office.

Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to introduce an
ordinance permitting the sale of a 26,040 square foot tract of City owned land to Peck Properties,
LLC, a Minnesota Limited Liability Company. Said land is legally described in the sale
ordinance.

Motion can:led. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Kurak, Anderson,
and Zimmerman. Voting No: None.

Case #12: Adopt Ordinance to Amend Regulations Relating to the Keeping of Animals

Community Development Director Frolik stated that on January 22, 2002, the City Council
introduced ordinances to amend the regulations for keeping farm animals, horses, and placement
of barns and stables.

Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to adopt Ordinance
#02-05 to amend Section 5.09.01 (Keeping of Certain Animals, Livestock and Poultry) of the
Ramsey City Code.

A roll call vote was performed by the Recording Secretary:

City Council/February 26, 2002
