To ensure maximum serviceability of these facilities, this ordinance <br />proposes that the city inspect each system (existing and new) every two <br />years to determine compliance in terms of proper operation and to determine, <br />by measurement, whether or not the septic tank should be pumped to reduce <br />solids buildup. If, at the time of inspection, a system is found to be a <br />health hazard, the owner will be informed as to what the problem is, how to <br />correct it and then required to perform such corrective actions needed to <br />remedy the problem. If, at the time of inspection, the inspector determines <br />that pumping is required, the city will require pumping of the tank with <br />costs to be absorbed by the owner. <br /> <br />This ordinance should assist the individual homeowner in properly maintaining <br />their respective sewage disposal systems. It will also guarantee for the <br />citizens of Ramsey maximum life of the "individual disposal" approach to <br />sewage treatment and maximize protection of the public health through <br />protection of area groundwaters. <br /> <br />Provisions requiring additional expenditure by the city (the inspection and <br />maintenance programs) will be implemented only when the city has the financial <br />and physical resources necessary. <br /> <br />-2- <br /> <br /> <br />
