To ensure maximum serviceability of these facilities, this ordinance
proposes that the city inspect each system (existing and new) every two
years to determine compliance in terms of proper operation and to determine,
by measurement, whether or not the septic tank should be pumped to reduce
solids buildup. If, at the time of inspection, a system is found to be a
health hazard, the owner will be informed as to what the problem is, how to
correct it and then required to perform such corrective actions needed to
remedy the problem. If, at the time of inspection, the inspector determines
that pumping is required, the city will require pumping of the tank with
costs to be absorbed by the owner.

This ordinance should assist the individual homeowner in properly maintaining
their respective sewage disposal systems. It will also guarantee for the
citizens of Ramsey maximum life of the "individual disposal" approach to
sewage treatment and maximize protection of the public health through
protection of area groundwaters.

Provisions requiring additional expenditure by the city (the inspection and
maintenance programs) will be implemented only when the city has the financial
and physical resources necessary.

-2-
