June 28, 1977

General Mills, inc.

General Offices

Post Office Box 1113
Minneapolis,' Minnesota 55440

Real Estate Department

Mr. Phil D. Nereson
City Administrator
City of Ramsey
14100 St. Francis Blvd. N.W.
Anoka, Minnesota 55303

Dear Mr. Nereson:

Thank you for your letter of June 16 explaining in some detail the proposed
action with respect to zoning changes as they affect General Mills' property
in the City of Ramsey. We find that the information you provided was most
helpful in our consideration of the new zoning classification.

It is our opinion that the proposed zoning for the property will in no way
restrict the immediate proposed use of the 1,215 acre~. As you know, General
Mills is negotiating a lease with the Department of Natural Resources, whereby
the DNR will use the property for a research program involving trails. We
assume that you will concur in this opinion.

Our second concern is the future use and development of the property by
General Mills. We do not know today what might be best for the property and
for the community in the future. It is our feeling that the rural open space
zoning will not in any way limit future opportunities.

Our last concern was the annual real estate taxes. It is our hope that this
new zoning will not result in a higher assessed valuation or a higher millage
rate, or a combination of both.

If you share our concerns and opinions as we have examined the proposed zoning
change and feel that we are proper in our thinking, then General Mills will go
on record as favorable to the action that you and your associates propose.

This letter can be used by yOu at the public hearing on June 30, 1977.

Again, many thanks for your cooperation.
S,n re/P~ you rs,

· ' ~rnest A.
