Memo to Ramsey City Council and Planning Commission <br />Page Three <br />June 23, 1977 <br /> <br /> Rationale: Updating to reflect current construCtion <br />and background with respect to selection of this location. <br /> <br /> 5. Page 26 <br /> Recommended Change: Add a paragraph at the end of this <br />section to read as follows: "The Metropolitan Council is <br />currently developing new pOpulation, household and employment <br />allocations for the City of Ramsey under a Federal grant <br />program. Preliminary allocations of population and households <br />are slightly lower than those projected in this section. It <br />is our opinion that the preliminary allocations are reasonable <br />'minimum' planning estimates. The difference in projection is <br />not sufficiently significant to warrant changing the land areas <br />provided for housing and/or commercial development from those <br />set forth in the original Study report. It is important that <br />the city review the trends with respect to population and household <br />size during the first two or three years following adoption of this <br />plan to determine whether the rate of growth is significantly <br />different than projected herein or in the preliminary allocations <br />prepared by the Metropolitan Council. A change in this trend <br />would simply delay the process of extending urban services; <br />it wa ~d not change the basic land use areas designated. Amend- <br />ments have been made to the 1990 urban area deleting some high <br />density residential area projected in the original report, <br />partly in recognition of the slowing trend which appears to be <br />occurring." <br /> <br /> Rationale: Generally self-explanatory; the preliminary <br />figures from the Metropolitan Council will 'not be finalized <br />until mid-summer of 1977 and it appears appropriate to delay <br />making any changes in the projections prepared by the counsultants <br />in the original study report pending a more firm Metropolitan <br />Council estimate. <br /> <br /> 6. Page 37 <br /> Recommended Change: Delete the last paragraph and substitute <br />the following: "In the transitional area, the minimum individual <br />lot size will be 2-1/2 acres. In the rural service area, the <br />minimum individual lot size will be 10 acres. Roadway easements <br />and dedications will not be acquired in these areas except by sub- <br />division or condemnation. The Planning Commission and City <br />Council have discussed various other mechanisms for density <br />control in the transition and rural areas. They have examined <br />proposals which limit subdivision in those areas which are not <br />expected to receive central sewer facilities in the foreseeable <br />future and have determined that a combination of sOils <br />restrictions, septic system regulation and specific lot size <br />limitations are the appropriate mechanisms at this time to <br />encourage more dense development in the 1990 urban area and to <br /> <br /> <br />
