Memo to Ramsey City Council and Planning Commission
Page Two
June 23, 1977

procedures or circumstances.which have occurred since
March 15, 1976. If the report were prepared in a revised
form at this time, it would be difficult to isolate the
changes that have occurred in the approximately one year and
four months which has elapsed since the report was prepared.

Recommended Amendments to the March 15, 1976 Urban Planning

District Study Report for the City of Ramsey:

1. Page 12
Recommended Change: Delete the Sentence which reads,
"they cannot and should nOt be expected to satisfy.the sewer
needs of the current residences over a long period of time."

Rationale: Recent review of proposed septic system
"maintenance a~nd construction controls and the proposed ordinance
to utilize these controls in the City of Ramsey based on a
goal of limiting development'in those parts of the city which
will not receive sewer systems under current metropolitan plans
until after the year 2030, if ever, requires that this sentence
be deleted. The new objective is to maintain residential and
other uses in the rural section of the city on septic systems
for an indefinite period.

2. Page 13
Recommended Change: In the sentence that reads, "that
moratorium was subsequently extended 60 days". Delete the words
"60 days".and substitute "to August 1, 1977".

Rationale: This change reflects what actually occUrred ~in
extensions of the moratorium until August, 1977.

3. Page 19
Recommended Change: Amend the sentence which reads, "the
city plans to build a municipal office structure on CSAH #5
south of 153rd Avenue on'a site which has been acquired" to read
"the city has received Federal funds and is now.constructing a
new municipal office structure on CSAH #5 so~th of 153rd Avenue."

Rationale: Self-explanatory to update with respect to
construction project currently in process.

4. Page 20
Recommended Change: After the sentence which reads, "fire
protection is provided under contract from the Anoka City Fire
Department". "The municipal building which is currently under
construction will contain space for fire vehicles. This location
for future fire fighting needs of the city is strategic with
respect to the proposed urban development area of the city, the
school location and transportation linkages to the remainder of
the community."
