may proceed if one filling of the hole has seeped away in less than ten minutes. <br /> <br /> (h) In sandy soils adjust the water depth to eight inches over the soil at <br />the bottom of the test hole. From a fixed reference point, the drop in water level <br />shall be measured in inches to the nearest 1/16 inch at approximately ten minute <br />intervals. A measurement can also be made by determining the time it takes for the <br />water level to drop one inch from an eight-inch reference point. If eight inches <br />of water seeps away in less than ten minutes, a shorter interval between measurements <br />shall be used, but in no case shall the water depth exceed eight inches. The test <br />shall continue until three consecutive percolation rate measurements vary by a range <br />of no more than ten percent. <br /> <br /> (i) In other soils, adjust the water depth to eight inches over the soil at <br />the bottom of the test hole. From a fixed reference point, the drop in water level <br />shall be measured in inches to the nearest 1/16 inch at approximately 30 minute <br />intervals, refilling between tests to maintain an eight-inch starting head. The <br />test shall continue until three consecutive percolation rate measurements vary by <br />a range of no more than ten percent. The percolation rate can also be made by <br />observing the time it takes the water level to drop one inch from an eight-inch <br />reference point if a constant water depth of at least eight inches has been maintained <br />for at least four hours prior to the measurement. <br /> <br /> (j) Divide the time by the drop in water level to obtain the percolation rate <br />in minutes per inch. <br /> <br /> (k) Percolation rates determined for each test hole shall be averaged to <br />determine the final soil treatment system design. <br /> <br /> (1) For reporting the percolation rate, worksheets showing all calculations <br />and measurements shall be submitted to the Council. <br /> <br /> (m) A percolation test shall not be run where frost exists below the depth <br />of the proposed soil treatment system. <br /> <br /> g. If after inspection by the plumbing inspector a lot proposed for an <br />individual sewage disposal system is determined unsuitable for that purpose, said <br />lot(s) shall not be approved for disposal of waste and, if the lot(s) is contained <br />in a plat, said plat shall not be approved. Construction of such a system on said <br />property shall constitute a violation of this ordinance. <br /> <br /> h. The subdivision shall not be approved until all new lots proposed for on <br />individual sewage disposal system are found suitable for that purpose, as defined <br />by this and all other relevant City of Ramsey ordinances. <br /> <br />SECTION 2. VIOLATIONS AND PENALTY <br /> <br /> Any person, firm or corporation violating any of the provisions of this ordinance <br />shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a <br />fine of not more than three hundred dollars ($300.00) or by imprisonment not to exceed <br />ninety (90) days for each offense. <br /> <br />-4- <br /> <br /> <br />
