SEWAGE DISPOSAL ORDINANCE <br /> ORDINANCE NO. 77- <br /> CITY OF PAMSEY <br /> ANOKA COUNTY, MINNESOTA <br /> <br />AN ORDIHANCE PROVIDING FOR THE CONSTRUCTION AND MAINTENANCE OF SEWAGE DISPOSAL SYSTEMS <br /> <br />1.O OBJECTIVES. <br /> <br /> The objectives of this ordinance are to provide to the extent possible with on- <br />site systems, adequate and safe methods of sewage disposal and to prevent the con- <br />tamination of any existing or future water supply by existing or future sewage dis- <br />posal system. However, the systems, procedures and other requirements of this ordinance <br />are not to be construed such as to afford direct protection to an individual land owner, <br />but rather the purpose of this ordinance is to adopt a general public policy relating <br />to sewage disposal and clean water supplies. <br /> <br />2.0 DFFINITIONS. <br /> <br /> For the purpose of this ordinance certain terms or words used herein shall be <br />interpreted as follows: the word "shall" is mandatory, the words "should" and "may" <br />are~pewnissive. All distances unless othe~ise specified shall be measured <br />horizontally. <br /> <br />"ADMINISTRATOR" The plumbing inspector. <br /> <br />"AGENCY" The Minnesota Pollution Control Agency. <br /> <br />"AGENCY APPROVED DISPOSAL FACILITY" Any disposal facility which has a National <br />i~ollutant Dirge E~imin'ation System (NPDES) Permit or State Disposal System <br />Permit or letter of approval from the Agency. ~ <br /> <br />"ALTERNATIVE SYSTEM" An individual sewage treatment system employing such methods <br />an-H-d--d-evices presented in Section 4.07. <br /> <br />"BAFFLE" A device installed in a septic tank for proper operation of the tank, and <br />to provide maximum retention of solids. Includes vented sanitary tees and sub- <br />merged pipes in addition to those devices that are normally called baffles. <br /> <br />I'BEDROOM" Any room within a dwelling that, in the judgement of the zoning officer, <br />m~-Tf~'Ht reasonably be used as a sleeping room, including but not limited to rooms <br />designated as den, office oF study and unfinished areas with potential development <br />to same. <br /> <br />"BUILDING DRAIN" That part of the lowest piping of the drainage system which receives <br />the~scharge from soil, waste and other drainage pipes inside the walls of the build- <br />ing and conveys it to the building sewer beginning at least one foot outside the build- <br />lng footings. <br /> <br /> <br />
