MEMO <br /> <br />TO: Ramsey City Council and Planning & Zoning Commission <br /> <br />FROM: Phil D. Nereson, Administrative Assistant <br /> <br />DATE: May 16, 1977 <br /> <br />RE: UPDATE ON URBAN STUDY SUBCOMMITTEE ACTIVITIES <br /> <br />During the week of May 9, 1977 through May 13, 1977 all subcommittees for the <br />Urban Study Area have met. This memo is an update so that all concerned will <br />know what the subcommittees activities have been. <br /> <br />Zoning Ordinance <br /> <br />The Zoning Ordinance Subcommittee met on May 11, 1977 at 12:00 NOON at the <br />Weaver, Talle and Herrick Anoka office; wi'th the following people in attendance, <br />Bill Goodrich, Gary Gorham, Mayor Cox, Tom Gamec, A1 Sorteberg and Phil Nereson. <br /> <br />The committees first task was to review the U - District zoning regulations and <br />the proposed zoning map. The following recommendations for change have been made: <br /> <br />Move the Urban District boundary line south from its present 156th Avenue to <br />153rd Avenue with the exception of the property just north and surrounding the <br />Highway q7 and 153rd intersection. This exclusive intersection will carry an <br />additional zone requirement. It is presently zoned UMB and it is proposed to <br />be zoned UMBH. The significance of this is that the UMBH zoning for this area <br />will allow all uses as prescribed by the UMB zone, however eliminate multiple <br />housing from this zoning classification. The reason for this is to allow the <br />light commercial or professional business activity on what is considered to be <br />a prime intersection but to eliminate multiple housing, since it is felt that <br />this area could be subject to premature development in accordance with staging <br />of the sewer pipes through the rest of the Urban area. <br /> <br />2. General clarification and discussion on the yard requirements and permitted uses <br /> in all districts. <br /> <br />3. A review of development procedures to be followed by the developer and the City; <br /> with some minor changes being made. <br /> <br />This subcommittee is now reviewing general regulations of the U-District zoning and <br />must still review the proposed zoning ordinance for the entire City, and has scheduled <br />another meeting for 8:30 a.m. on Tuesda~May 17, 1977 also at the Weaver, Talle, Herrick <br />Anoka office. <br /> <br />Soils Ordinance <br /> <br />The soils ordinance subcommittee met on May 11, 1977 at 7:00 p.m. at City Hall with <br />the following people in attendance, Gary Reimann, Gerald Zimmerman, Dick Sba, Bill <br />Vidrine (Anoka County Soils and Water), and Phil Nereson. <br /> <br />This subcommittee received explanation from Mr. Bill Vidrine on reading the soils map. <br />The soils ordinance calls for the availability of class I soils for all buildable lots. <br />It was determined that this regulation is not too restrictive since a major portion of <br />the City is of class i soil type. The major recommended change to the ordinance <br /> <br /> <br />
