May 16, 1977 <br /> <br />is as follows: <br /> <br />1. In sections 1.4 and 4.1 which refer to having 4, 000 of class I land <br /> available to be eligible for construction; the following is proposed: <br /> <br />"In no case shall the area of contiguous class i land avail- <br />able for each lot be less than 1) 1990 Urban Area; 50% of indi- <br />vidual lot area 2) Transitional Area; 25% of individual lot area <br />3) Rural Area; 25% of individual lot area all of which will be <br />exclusive of streets and/or other public rights of way" <br /> <br />2. Other minor wording changes. <br /> <br />Septic System Ordinance <br /> <br />The Septic System Ordinance subcommittee met on May 10, 1977 at 1:00 p.m., <br />at the CED office with '~he following people in attendance: Dave Mickelson, <br />Ron West, Bob Isakson, Dick Sha and Phil Nereson. <br /> <br />This subcommittee reviewed the entire ordinance and the major proposed changes <br />are as follows: <br /> <br />Change the regulation which would require pumping of every septic system <br />on a 24-month basis; to regulation which will have inspection on a 24-month <br />basis. <br /> <br />2. Develop criteria for the inspector to follow in making the determination to <br /> require pumping following the inspection. <br /> <br />3. Develop procedures for the City to follow when requiring an owner to pump his <br /> septic system. <br /> <br />Insert specific specifications for the septic tank so as to require a man <br />hole on the top of the tank with the opening no more than six inches below <br />ground level to permit inspection and pumping. <br /> <br />5. Be sure that prol~er.,administration will call for a plot plan to be filed <br /> at the City Hall~easurements from at least two corners of the home showing <br /> the location of the septic system and drainfield. <br /> <br />6. Be sure that the drain system ~or proper stub-ins are placed to the front or <br /> side of homes to allow for future connection to a municipal system. <br /> <br />Urban Area Study Report Amendment <br /> <br />This committee met on May 12, 1977 at 1:00 p.m. at Bernie Steffens office with the <br />following people in attendance: Bernie Steffen, Mayor Cox and Phil Nereson. <br /> <br />The recommended amendments were proposed in a May 5, 1977 memorandum from Bernie <br />Steffens, each of these changes was reviewed and the subcommittee agreed to make <br />the changes in the Urban Planning District Study Report. The subcommittee also <br />discussed the general philosophy of the Urban Plan and its relation to the Metro- <br />politan Council. <br /> <br /> <br />
