-3- <br />May 16, 1977 <br /> <br />Septic System Maintenance Pro~ram <br /> <br />The Septic System Maintenance Program subcommittee met on May 10, 1977 at 5:00 p.m. <br />at City Hall with the following people in attendance: Ken Peterson, Robert Muller <br />and Phil Nereson. <br /> <br />This subcommittee met and reviewed the outline proposed for municipal on-site septic <br />system inspection and maintenance program as detailed by Bernie Steffen and was in <br />general accord with this outline. It was decided that the subcommittees best action <br />at this point would be to draft a letter which would contain the objectives of the <br />program, how the program would be administered, and what the program would hope to <br />evaluate. This letter would then be sent to all congressmen and representatives, <br />and any or all agencies who would be either be environmentally sensitive or sensitive <br />to the on-site septic system issue. In this letter we will be requesting financial <br />assistance for a demonstration grant on this type of program and/or comment from them <br />on the proposed ordinances in general. <br /> <br />On May 12, 1977, at 9:00 a.m., a meeting at Metropolitan Council offices with Sandy <br />Dean and Peggy Reichert, who have been responsible for the Metro Council review of <br />the Ramsey Urban Plan, was attended by Bernie Steffen, Dick Sha and Phil Nereson. <br /> <br />This meeting was to review with the Metro Council staff the procedures the City is <br />proposing to implement the Urban Plan. They received identical packets to the ones <br />all Planning & Zoning Commission members received and their immediate response was <br />very positive. They have indicated they will do a brief review and have it to us <br />by our May 19th meeting. They expressed a lot of interest in our on-site septic <br />system proposals and indicated they would work with us in trying to obtain a demon- <br />stration grant of some sort to implement the proposal. <br /> <br />We also met with Mr. Vic Ward who is now working with the Metro Council on revised <br />population projects. He indicated to us that the past population projections for <br />Ramsey and much of Anoka County was incorrect and they have been revised upward. <br />The new projections for Ramsey indicate a 1980 population of 10,000 and a 1990 popu- <br />lation of 13,000, a year 2000 population of 17,500, a year 2010 population of 26,000 <br />and a year 2020 population of 31,000. It is felt by increasing this population <br />projection to 31,000 in 2020 the proper sizing for the CAB interceptor can be deter- <br />mined and will be consistent with the city's previous population projections, so that <br />population projection no longer appears to be a dispute with Metro Council figures. <br /> <br />This past week was averybusy week but it appears that progress was made in many areas <br />toward instituting our Urban Plan and much of the work now being done will certainly <br />be of value when we proceed with our planning in response to the Metropolitan Land <br />Planning Act. <br /> <br />If any Councilmembers or Commissioners have any questions relative to the different <br />subcommittee activities please feel free to contact me. <br /> <br />Phil D.
