Metropolitan Council
300 Metro Square Building
Seventh Street and Robed Street
Saint Paul, Minnesata 55101

Telephone 1612) 2(21-6453

Office of the Chairman

Cha~: ~~/~ ~'~ ~~ April.28, 1977~
Your community recentl~eived~its preliminary Systems Statement
from the Metropolitan Council.r The letter accompanying that state-
ment noted that the Council staff-was working on revised population,
household and employment forecasts. The initial staff draft of these
forecasts is now complete, and~the forecasts, which are enclosed,
are being sent to your community and all others at this time.

The necessity to revise forecaSts!at this time bec~ae apparent be-
cause of our own analysis as welllas forecasting work done by the
State Planning Agency. The us~. of these revised forecasts, their
acceptance by communities and thelMetropolitan Council, and the timing
of that acceptance are all of Critical importance to implementation
of the Metropolitan Land Planning~Act and to planning for metro-
politan systems.

I recognize that.incorporation loll the new forecaSts into the local
planning process at this time may cause problems for certain com-
munities. I do feel, h6wever, !that thes~ problems can be minimized
if we keep in close.contactI and work together. It is in this spirit
that I would like to advise you of our plans at the Metropolitan
Council for dealing with changes in statements that may be necessary
because of the new forecasts.

Proposed Use of Forecasts

The Council staff recommends that the revised forecasts be adopted
by the Metropolitan Council prior-to January i, 1978~ as an amend-
ment to the Development Framew~rk~Chapter of the Metropolitan Develop-
ment Guide. The consequence of this action would be to make these
revised forecasts the guiding ~op~lation figures with regard to all
Metropolitan Council planning.~~ If adopted as an amendment to the
Development Framework Chapter, ithe revised forecasts would become
the controlling population forecasts in your Metropolitan Systems
Statement and would, in some i~stances, be used to revise other
metropolitan system projections such as wastewater flow' figures
for those communities for which~changes are proposed.

In addition, because of the requirements and planning obligations
of the Metropolitan Land plar~ing~Act, the Council staff will also
recommend to the Council that ~hese forecasts continue to be used
until after the 1980 census
