The initial staff draft of these <br />forecasts is now complete, and~the forecasts, which are enclosed, <br />are being sent to your community and all others at this time. <br /> <br />The necessity to revise forecaSts!at this time bec~ae apparent be- <br />cause of our own analysis as welllas forecasting work done by the <br />State Planning Agency. The us~. of these revised forecasts, their <br />acceptance by communities and thelMetropolitan Council, and the timing <br />of that acceptance are all of Critical importance to implementation <br />of the Metropolitan Land Planning~Act and to planning for metro- <br />politan systems. <br /> <br />I recognize that.incorporation loll the new forecaSts into the local <br />planning process at this time may cause problems for certain com- <br />munities. I do feel, h6wever, !that thes~ problems can be minimized <br />if we keep in close.contactI and work together. It is in this spirit <br />that I would like to advise you of our plans at the Metropolitan <br />Council for dealing with changes in statements that may be necessary <br />because of the new forecasts. <br /> <br />Proposed Use of Forecasts <br /> <br />The Council staff recommends that the revised forecasts be adopted <br />by the Metropolitan Council prior-to January i, 1978~ as an amend- <br />ment to the Development Framew~rk~Chapter of the Metropolitan Develop- <br />ment Guide. The consequence of this action would be to make these <br />revised forecasts the guiding ~op~lation figures with regard to all <br />Metropolitan Council planning.~~ If adopted as an amendment to the <br />Development Framework Chapter, ithe revised forecasts would become <br />the controlling population forecasts in your Metropolitan Systems <br />Statement and would, in some i~stances, be used to revise other <br />metropolitan system projections such as wastewater flow' figures <br />for those communities for which~changes are proposed. <br /> <br />In addition, because of the requirements and planning obligations <br />of the Metropolitan Land plar~ing~Act, the Council staff will also <br />recommend to the Council that ~hese forecasts continue to be used <br />until after the 1980 census <br /> <br /> <br />
