Function <br /> <br />This facility will provide metropolitan service to Champlin, <br />Anoka, Brooklyn Park, arid Ramsey. It will allow the elimi- <br />nation of the Anoka Wa stewater Treatment Plant. <br /> <br />Timing <br /> <br />Planning <br />Considerations <br /> <br />The CAB facility was approved by the Council as part of the <br />1VIVfOC 1977-81 Development Program in October, 1976. Under <br />the conditions of approval, if the M'VVCC obtains maximum <br />federal and state assistance for the entire facility, it proceeds <br />with the project; construction would be completed in 198I. If <br />the 1VI~GO cannot secure full fundihg for the entire system, <br />the 1VIWCC will construct the project in two segments. The <br />first segment will be the Anoka 'reaches which would flow into <br />the Anoka Treatment Plant. This could lead to plant expansion - <br />to be constructed in 1979. The second or lower segment will <br />be the remainder of the facility, including pha sing out of the <br />Anoka plant; this wouid be constructed by 1981. <br /> <br />There is one point at which it is planned~Ramsey would.receive <br />service through the CAB facility. This point would be at the <br />end of the main leg of the facility at the western boundary <br />of Anoka. Ultimately, service for Ramsey in this area is <br />planned when the entire CAB facility is completed. If only the <br />upper, Anoka segment (which would include this reach) is <br />constructed first, service to Ramsey is not planned to be avail- <br />ble. Otherwise, service through the CAB for Ramsey will not <br />be available until completion of the entire facility, sometime <br />in 1981. <br /> <br />General Planninq Considerations <br /> <br />Issues <br /> <br />Included in the approval of the CAB facility was a condition that all communities <br />scheduled to receive service through the CAB prior to 1990 must adopt a timing and <br />staging plan for the area to be served by the C~B. This plan should be consistent <br />with and an integral part of the 9.01 facility planning and Metropolitan Land Planning <br />Act implemenCation process. Ramsey., as one of the affected communities, should <br />build upon its recent comprehensive plan amendment in meeting this requirement. <br />One of the issues it should deal with is its need and timing for service through the <br />western connection of the CAB as discussed above. A second issue to be dealt <br />with is the need for future connections to the CAB. The CAB Study Committee <br />recommended two extensions of the facility, one of which would be a northerly <br />branched extension paralleling T.H. 47 to the city of Ramsey corporate limits <br />to provide future capacity to that portion of the city lying within the Rum River <br />watershed. Since this extension is not included in the Waste Management Policy <br />Plan, it is not included as part of the CAB as presently proposed. To obtain consi- <br />deration of this extension, Ramsey should through its local planning process document <br />future sewer service needs in the sewer element of the comprehensive plan. When this <br />plan is reviewed by the MV~rCC and the Council, a determination of the need to includa <br />the extension or other metropolitan facilities in the Policy Plan and hence MWCC <br />Development Program will be made. <br /> <br />24 <br /> <br /> <br />
