On'Site Disposal <br /> <br />It is very important for Ramsey to specify in sufficient detail in its comprehensive <br />plan how its regulatory system for inspection, monitoring, and maintenance of on- <br />site sewage disposal systems will be implemented and enforced so that the Metro- <br />politan Council can be assured that premature sewer service will not be required <br />in the rural service area. Proper installation, regular maintenance, and effective <br />monitoring of on-site sewage disposal systems are local government responsi- <br />bilities but there has been great variation in the'effectiveness of local regulation <br />among the 190 local governmental units in the Metropolitan Area. The Minnesota <br />Pollution Control Agency is presently in the process of developing standards for <br />on-site disposal systems. Even with the adoption of these standards, however, <br />local governments will still have the responsibilities of professional inspection <br />of the installation, monitoring groundwater quality, a.nd educating the homeowner <br />on the proper use and maintenance of the system. The Metropolitan Council's <br />position is that all municipalities and counties in the Metropolitan Area should <br />incorporate the MPCA regulations in the sewer element of their local comprehensive <br />plans, utilize the plan and MPCA standards in the issuance of permits, and establish <br />an on-going inspectionand information program on the use of on-site disposal systems. <br /> <br />Stormwa ter <br /> <br />Collection and disposal of stormwater runoff is a matter of concern to developed, <br />urbanizing, and rural communities alike. In the preparation of a comprehensive <br />plan, the city of Ramsey should address stormwater runoff in'-a manner consistent <br />with the plans and policies of the %4later Resources Chapter of the Metropolitan <br />Development Guide. <br /> <br />25 <br /> <br /> <br />
