<br /> CITY COUNCIL FINDINGS OF FACT AND MDTION, RE: (1) AMENDM~S TO THE CITY'S
<br /> COMPREHENSIVE PLAN, (2) REPEAL OF THE CITY'S EXISTING ZONING ORDINANCE AND
<br /> ADOPTION OF A NEW ZONING ORDINANCE, (3) ADOPTION OF SEWAGE DISPOSAL ORDINANCE,
<br /> (4) ADOPTION OF A SOILS ORDINANCE, (5) ADOPTION OF AN AMENDMENT TO THE CITY'S
<br /> S[~D1VISION ORDINANCE
<br />
<br /> WHEREAS, the City Council authorized the City's Planning Conmission to undertake
<br />
<br /> an amendment to the City's original Comprehensive Plan dated July, 1973, said action
<br /> being pursuant to M.S.A. 462.355, and
<br />
<br /> WHEREAS, said plan amendment is entitled, "City of Ramsey Urban Planning District
<br /> Study Report," and is hereinafter referred to as "Plan ~t," and
<br />
<br />O~EREAS, said Plan Amendment h~'. been oc~pleted and was transmitted by the City's
<br />Planning Ccmnission ~o the City Co~%cil on March 29, 1976, and
<br />
<br /> WHEREAS, without taking further action, on March 29, 1976 the City Council forwarded
<br /> the Plan Amendment to the Metropolitan~il for its review, and
<br />
<br /> WHEREAS, the Mehropolitan Council has' reviewed the Plan Amen~t and the City's
<br /> Planning Staff in response to that review has made cerhain amendn~nts to said Plan
<br /> Amendment, and
<br />
<br /> WHEREAS, the City's Planning suaff_held an informational meeting on June 2, 1977
<br />
<br /> at which %ime the Plan Amendment w~s reviewed with interested individual property owners
<br /> and at: which tim~ tho said owner's ideas and eonco_rns w~ro reviewed and taken into
<br /> considerat±on, and
<br />
<br /> WHERE,, tho City's PlannS~ Com~ssion hold a public hearing on said Plan _~nendrr~nt
<br /> and proposed ordSnance prior to x,qn.J, ch notice of said hearing ms published in the Anoka
<br /> County Union, tl~ C±ty's legal nowspaper, on Juno 17 and Juno 24, 1977. /Gso, 'a news
<br /> article and proposed new zoning map_ ms published on ,Juno 24, 1977 in tho Anoka County
<br /> Union, and
<br />
<br /> I'~rlERE~q, tho City's Planni~ Co'm~ssion adopted Findincjs of Fact on July 11, 1977
<br /> concerning the "Plan Aman~t" and its implementing ordinance, which findings were
<br /> submitted to the City Council at its july 25, 1977 meeting, and
<br />
<br /> WHEREAS, the Ramsey City Council ' held 'its own public hearing on October 17, 1977
<br /> concerning the Plan ~nt and repeal by the City's-Zoning Ordinance No. 73-5,
<br /> adoption of an entirely new zoning ordinance, adoption of a septic system ordinance,
<br /> adoption of a soils ordinance and adoption of an amendment to the City's subdivision
<br /> ordinance. Said public hearing along withthe proposed new zoning maps was duly advertised
<br /> in the City's legal newspaper on October 7, 1977, and
