WHEREAS, based on the various public hearings concerning this matter, the Planning <br /> <br />Co~missions Findings of Fact and all meetings, records, and files on record relating to <br /> <br />the Plan Amen~t and its supportive or~nanoes, the Ramsey City Council adopts the <br /> <br />following Findings of Fact: <br /> <br />1. The City has received numerous requests for zoning from residential~ <br />type uses to ~cial .tApe uses in the southeast corner of the City, <br /> <br />2. The County of Anoka has proposed a bridge crossing as an extension of <br />Industry Boulevard N.W. across the Rum River to link. the City of Ramsey <br />and the City of An~er. The crossing is proposed to connect with the <br />Seventh Avenue unde~ass Federal demonstration project in the City of <br />Anoka. The County Of Anoka is about to construct a continuation of Industry <br />Boulevard N.W. between Sunfish Lake Boulevard and county 83, thereby making <br />Industry Boulevard a major county thoroughfare. <br /> <br />3. That since 1973, there has been a significant change in the birth rate <br />and a resulting ~need of housing and schools. <br /> <br />4. The Metropolitan Council has developed a regional policy designed to <br />limit and carefully direct development on the fringes of the metropolitan <br />area primarily through the mechanism of sewer staging. <br /> <br />5. That there have been major changes in the economics of home building and <br />residential housing since 1973. <br /> <br />6. That the boundaries of the City of RamseY have been significantly changed <br />due to incorporation and annexation decisions in-1974. <br /> <br />7. That ~ransportation plans have changed since the adoption of the original <br />comprehensive plan in 1973. <br /> <br />8. That the .portion of the City of Ramsey contained within the urban plan <br />is contiguous to a free standing center as designated in the M~tropolitan <br />Council' s development frama~ork. <br /> <br />9. The Metropolitan Council development framework guide indicates that the <br />City of Ramsey should designate between three and 'five square miles for inclusion <br />within the 1990 Metropolitan Urban Service Area. The?Pr~0po<~_~. pl~ ,.~m~ndment <br />does contain between three and five sc~3are miles. ~//,'~t~.7 <br /> <br />10. It is probable that the southeast corner of the City which is generally <br />the area on which the urban Plan Amen~t concentrates, will receive metro- <br />politan sewer services through the proposed CAB Interceptor sc~et~ in early <br />to mid 1980's. <br /> <br />11. That in response to Metropolitan council directives, it is necessary to <br />limit the density of .population in those portions of the City lying north of <br />153rd Avenue N.W. and west of Sunfish Lake Boulevard, generally all that area <br />of the City except that contained within the Plan Amendment. <br /> <br />12. In order to encourage a less de~se pop~olation in the area described in <br />paragraph 1~ above, %t is necessary tp. increa.se lot sizes in these areas. <br /> <br />13. The density 0~--pop~ is directly related to potential pollution pro- <br />blems, including but not limited to ground WaGer'pollution. <br /> <br />14. In order to delay the premature extension of sewerage systems into the <br />more rural areas of %he City, it is necessary to adopt more ccmlorehensive <br />ordinances r .egulating individual sewage disposal systems. <br /> <br />15.
