Paul, Minnesota -55101 <br /> <br />Re: <br /> <br />315 <br />Review of City of Ramsey <br />Urban Planning District Study Report <br />Metropolitan Council Referral File #3527 <br /> <br />Dear Mr. Burrill: <br /> <br />Reference is made to your letter of June 26th to Mr. John Boland relative <br />to the Ramsey Urban Planning District. <br /> <br />Two items were taken from your letter and used in the Metropolitan CounCil <br />staff findings and conclusions relative to the plan. · <br /> <br />In item No. 2 you stated that "Even the initial stages of development <br />(shopping facilities with 75,000 to 100,000 square ·Feet) are likely to <br />substantially tax the current carrying capacity of Minnesota 47 South <br />of CSAH 5 o The City should carefully consider the costs of <br />public capital improvements which may be necessary to make such a <br />development successful." <br /> <br />These observations led to a Metropolitan Council staff conclusion that <br />"Ramsey should reduce the size of the commercial areato be more in scale <br />with a neighborhood center. Furthermore', any commercial development <br />should either be consistent with the highway capacity or the City should <br />state how this increased capacity will be provided'~ <br /> <br />We are sure you will understand that this places Ramsey in the unique <br />position of (1) determining the amount of traffic that Minnesota Highway <br />can tolerate -- presumably somewhere near the proposed commercial area or <br />(2) assuming the planning functions Of the Minnesota Department of <br />portat~on if the City had some means of determining the "highway capacity" <br />and thus could determine the point at which such planning would become <br />necessary. <br /> <br />Before the City can respond to that conclusion, it 'is necessal?y that i:he <br />"highway capacity" be established. <br /> <br /> <br />
